【摘要】：隨著中國特色社會主義事業(yè)在不同階段的推進(jìn)和國內(nèi)外大環(huán)境的不斷變化,高校自身的定位和肩負(fù)的使命也在不斷地變化調(diào)整當(dāng)中,新形勢下,“高校肩負(fù)著人才培養(yǎng)、科學(xué)研究、社會服務(wù)、文化傳承創(chuàng)新、國際交流與合作的重要使命”。新的形勢,賦予了高校新的使命,也對高�；鶎狱h組織建設(shè)提出了新的要求,要求高校基層黨組織更加凸顯服務(wù)功能。高校服務(wù)型基層黨組織的提出,是黨的建設(shè)適應(yīng)新形勢、面對新問題,加高校強(qiáng)基層黨組織建設(shè)作出的創(chuàng)新舉措。基層服務(wù)型黨組織建設(shè)雖然在實(shí)踐上源于貴州遵義等地基層黨組織的探索性嘗試,但它有深厚的理論淵源和歷史基礎(chǔ)。作為馬克思主義執(zhí)政黨,中國共產(chǎn)黨必須以馬克思主義群眾史觀為指導(dǎo)、堅(jiān)守馬克思主義政黨建黨初衷,不管社會方位和時代環(huán)境如何改變,必須時刻堅(jiān)守全心全意為人民服務(wù)的宗旨不能改變。新形勢下,推進(jìn)服務(wù)型基層黨組織建設(shè)是對黨的宗旨意識的強(qiáng)調(diào)和凸顯,有利于密切黨群關(guān)系,提升基層組織的執(zhí)政能力。推進(jìn)高校服務(wù)型基層黨組織建設(shè),不僅有利于推動“系列教育活動”的開展,落實(shí)全面從嚴(yán)治黨,還能促進(jìn)高�；鶎狱h組織適應(yīng)新形勢,加強(qiáng)自身建設(shè),同時有利于加強(qiáng)高校自身改革發(fā)展,提升人才培養(yǎng)質(zhì)量。黨的十八大提出“以服務(wù)群眾,做群眾工作為主要任務(wù),加強(qiáng)基層服務(wù)型黨組織建設(shè)”以來,各高校認(rèn)真貫徹十八大精神,積極推進(jìn)服務(wù)型基層黨組織建設(shè),取得了一定的成績,積累了諸多值得借鑒和推廣的經(jīng)驗(yàn),但同時也存在不少問題。例如,服務(wù)格局缺乏整體性、服務(wù)隊(duì)伍缺乏主動性、服務(wù)內(nèi)容缺乏針對性、服務(wù)活動缺乏長效性等,這些問題在一定程度上制約和阻礙了高校服務(wù)型基層黨組織建設(shè),也不利于高校自身重點(diǎn)任務(wù)的推進(jìn)。經(jīng)筆者探究,產(chǎn)生這些問題的原因主要有總體建設(shè)策劃不足、開展服務(wù)能力不強(qiáng)、服務(wù)內(nèi)容脫離實(shí)際、保障服務(wù)制度不完善。要解決這些問題,應(yīng)通過建強(qiáng)服務(wù)隊(duì)伍,提升服務(wù)能力;堅(jiān)持與時俱進(jìn),完善服務(wù)平臺;堅(jiān)持需求導(dǎo)向,打造特色服務(wù)品牌;加強(qiáng)統(tǒng)籌協(xié)調(diào),構(gòu)建服務(wù)合力等措施為抓手。高校服務(wù)型基層黨組織建設(shè)是一項(xiàng)系統(tǒng)復(fù)雜的工程,不僅需要統(tǒng)籌規(guī)劃,協(xié)同推進(jìn),更要長期堅(jiān)持,久久為功,才能取得實(shí)效。
[Abstract]:With the advancement of socialism with Chinese characteristics at different stages and the constant changes of the domestic and foreign environment, the orientation and mission of universities themselves are constantly changing and adjusting, under the new situation. "Colleges and universities shoulder the important mission of talent training, scientific research, social service, cultural inheritance and innovation, international exchanges and cooperation". The new situation has given universities a new mission. It also puts forward new requirements for the construction of grass-roots party organizations in colleges and universities, which requires them to highlight more the service functions. The proposal of service-oriented grass-roots party organizations in colleges and universities is the party building that adapts to the new situation and faces new problems. Although the practice of the construction of grass-roots party organizations in Zunyi, Guizhou Province, such as the exploratory attempt. However, it has profound theoretical origin and historical foundation. As a Marxist ruling party, the Communist Party of China must adhere to the original intention of the Marxist political party to build the party under the guidance of Marxist mass historical view. No matter how the social position and the environment of the times change, we must always adhere to the purpose of serving the people wholeheartedly. To promote the construction of service-oriented grass-roots party organizations is to emphasize and highlight the Party's purpose consciousness, which is conducive to close the relationship between the party and the masses, to enhance the ruling ability of grass-roots organizations, and to promote the construction of service-oriented grass-roots party organizations in colleges and universities. It can not only promote the development of "series of educational activities", but also promote the grass-roots party organizations in colleges and universities to adapt to the new situation and strengthen their own construction, and at the same time, it is conducive to strengthening the reform and development of colleges and universities themselves. Since the 18 Party Congress put forward "serving the masses, doing mass work as the main task, strengthening the construction of the grass-roots service-oriented party organization", the colleges and universities have conscientiously implemented the spirit of 18. To actively promote the service-oriented grass-roots party organization construction, has made certain achievements, accumulated a lot of experience worthy of reference and promotion, but at the same time there are many problems. For example, the service pattern lacks integrity. The lack of initiative of service team, lack of pertinence of service content, lack of long-term effectiveness of service activities, these problems to a certain extent restrict and hinder the construction of service-oriented grass-roots party organizations in colleges and universities. It is also not conducive to the promotion of the key tasks of colleges and universities. By exploring these problems, the main reasons for these problems are insufficient overall construction planning, weak service capacity and divorced service content from reality. The security service system is not perfect. To solve these problems, we should strengthen the service team and enhance the service ability; Insist on keeping pace with the times and perfect the service platform; Adhere to demand-oriented, create a unique service brand; The construction of service-oriented grass-roots party organizations in colleges and universities is a systematic and complex project, which not only needs to plan as a whole, but also needs to persist for a long time.
