【摘要】：中國(guó)共產(chǎn)黨是中國(guó)社會(huì)主義事業(yè)的領(lǐng)導(dǎo)核心,黨的自身建設(shè)對(duì)于社會(huì)主義建設(shè)具有關(guān)鍵意義。無論在革命時(shí)期,還是建設(shè)時(shí)期,黨的建設(shè)都是取得成功的法寶之一。革命和建設(shè)的實(shí)踐證明,在黨的建設(shè)完善的時(shí)期,黨所領(lǐng)導(dǎo)的社會(huì)主義事業(yè)蒸蒸日上,黨的威信也逐漸提高。因此,對(duì)黨的建設(shè),尤其是對(duì)黨的基層建設(shè)進(jìn)行研究,不僅有較高的學(xué)術(shù)價(jià)值,而且具有重要的現(xiàn)實(shí)意義。縣級(jí)以及縣級(jí)以下的基層黨組織和廣大人民群眾的聯(lián)系最為直接,也最為緊密,這些黨組織中的黨員所展示出來的言行直接決定著群眾對(duì)黨的印象的判斷。這些黨組織為了更加密切與群眾的聯(lián)系,必須不斷提升黨員的綜合素質(zhì)。這就使得縣級(jí)以及縣級(jí)以下的基層黨組織必須將組織發(fā)展與組織建設(shè)作為持續(xù)開展的重要工作。本文選擇1949-1965年間興隆縣黨的組織建設(shè)為研究對(duì)象,力圖描述在這段時(shí)間里,一個(gè)縣級(jí)黨組織是如何發(fā)展本縣的黨組織,以及如何進(jìn)行黨的組織建設(shè)。本文除緒論和結(jié)論外,主要分為三個(gè)部分。第一部分主要從發(fā)展黨組織和發(fā)展黨員兩個(gè)角度介紹了興隆縣黨的組織發(fā)展情況。在建國(guó)初期,興隆縣黨的基層組織的發(fā)展重點(diǎn)是完善規(guī)章制度與培訓(xùn)各支部黨員。經(jīng)過幾年的整黨和總路線教育,到1954年末,黨的基層組織的各項(xiàng)適合實(shí)際情況的規(guī)章制度基本上建立起來了,黨員的整體素質(zhì)也有了很大提升。1955年到1960年,興隆縣的基層黨組織出現(xiàn)了比較明顯的增長(zhǎng)。1961年到1965年間,興隆縣的基層行政結(jié)構(gòu)發(fā)生了較大改變,受此影響,興隆縣的基層黨組織也進(jìn)行了較大規(guī)模的調(diào)整。經(jīng)過調(diào)整后的基層黨組織經(jīng)過一段時(shí)間的組織建設(shè),展現(xiàn)出了較強(qiáng)的領(lǐng)導(dǎo)能力。興隆縣在黨員發(fā)展過程中,黨員發(fā)展的重點(diǎn)方向發(fā)生了幾次轉(zhuǎn)變。在建國(guó)初期,興隆縣的全部黨員完成了公開身份的工作,同時(shí)興隆縣也迎來了新黨員的快速發(fā)展時(shí)期。隨后,在1951年到1954年,興隆縣黨委改變了發(fā)展黨員的工作重點(diǎn),將黨員的發(fā)展重點(diǎn)放在了機(jī)關(guān)、工業(yè)、商業(yè)等領(lǐng)域中,黨員數(shù)量有所增長(zhǎng)。到1955年,興隆縣開始在全縣范圍內(nèi)大力發(fā)展黨員,黨員人數(shù)有了明顯提升。1960年以后,興隆縣發(fā)展黨員的重點(diǎn)轉(zhuǎn)向了黨員人數(shù)較少的行業(yè)和地區(qū),全縣黨員分布更加均衡。第二部分?jǐn)⑹隽伺d隆縣如何開展黨的組織建設(shè)工作。在1949年到1965年間,興隆縣積極開展黨的組織建設(shè)活動(dòng)。在黨組織建設(shè)方面,興隆縣黨委針對(duì)基層黨組織出現(xiàn)的規(guī)章制度不健全、組織生活渙散等問題,采取了督導(dǎo)檢查的方式督促出現(xiàn)問題的黨組織進(jìn)行整改,在短時(shí)間內(nèi)完善了基層黨組織的規(guī)章制度。針對(duì)部分黨組織領(lǐng)導(dǎo)不民主、成員同群眾聯(lián)系不緊密的情況,興隆縣黨委在整風(fēng)運(yùn)動(dòng)中對(duì)存在問題的黨組織進(jìn)行了整頓,改善了黨組織的工作作風(fēng)。在黨員隊(duì)伍建設(shè)方面,通過開展整黨活動(dòng),進(jìn)一步加強(qiáng)對(duì)黨員隊(duì)伍的管理,將表現(xiàn)優(yōu)秀的積極分子吸收進(jìn)黨的隊(duì)伍中,將不合格的黨員清理出隊(duì)伍。通過開展黨員教育活動(dòng),提升全縣黨員的綜合素質(zhì)。第三部分主要論述了興隆縣黨的組織建設(shè)的成效以及現(xiàn)實(shí)啟示。興隆縣黨的組織在經(jīng)過多次整頓后,黨員隊(duì)伍結(jié)構(gòu)逐步優(yōu)化,黨的宣傳教育工作呈現(xiàn)出多樣化發(fā)展態(tài)勢(shì),黨同人民群眾的關(guān)系變得更加密切。1949年到1965年的興隆縣黨組織發(fā)展建設(shè)對(duì)新時(shí)期的黨組織發(fā)展建設(shè)有著一定的借鑒意義。統(tǒng)一黨組織內(nèi)部成員思想,可以更好地發(fā)揮黨組織的領(lǐng)導(dǎo)核心作用。完善基層黨組織規(guī)章制度,有利于提升基層黨組織的工作效率,進(jìn)而密切黨與群眾的聯(lián)系。發(fā)揮黨員帶頭作用,可以提高黨的各項(xiàng)計(jì)劃的執(zhí)行速度。開展黨員教育工作,提升黨員隊(duì)伍的整體素質(zhì),同時(shí)將不合格的黨員及時(shí)清理出黨員隊(duì)伍,可以在群眾中樹立起黨的光明形象。在1949到1965年間,興隆縣黨的組織在發(fā)展與建設(shè)過程中出現(xiàn)了一些失誤,但也取得了很大的成績(jī)。對(duì)這段時(shí)間興隆縣黨的組織發(fā)展和建設(shè)過程進(jìn)行分析,可以為新時(shí)期黨的組織發(fā)展與建設(shè)提供借鑒。
