【摘要】：誣告現(xiàn)象是社會(huì)不良風(fēng)氣的必然產(chǎn)物,追逐私利是誣告行為產(chǎn)生的基本動(dòng)因,懲戒成本較低在客觀上助長了誣告行為。誣告行為所體現(xiàn)的是監(jiān)督權(quán)異化和責(zé)任失衡的問題,我們要在制度上完善舉報(bào)保密措施,消除誣告產(chǎn)生的土壤;同時(shí)建立科學(xué)有效的誣告追責(zé)和懲戒制度,讓監(jiān)督權(quán)利的行使回歸正常的軌道。
[Abstract]:The phenomenon of false accusation is the inevitable product of bad social atmosphere, and the pursuit of self-interest is the basic cause of false accusation. The low cost of punishment fosters false accusation objectively. False accusation reflects the dissimilation of supervision power and the imbalance of responsibility. We should improve the reporting secrecy measures in the system and eliminate the soil of false accusation. At the same time, establish a scientific and effective system of false accusation and punishment, so that the exercise of supervisory rights return to the normal track.
