【摘要】：網(wǎng)絡(luò)是繼報(bào)刊雜志、廣播、電視之后興起的第四媒體,它具有傳播范圍廣、交互性強(qiáng)、實(shí)時(shí)、靈活、成本低等方面的巨大優(yōu)勢。隨著信息化的快速發(fā)展,尤其是因特網(wǎng)的飛速發(fā)展,使人類社會(huì)進(jìn)入了前所未有的網(wǎng)絡(luò)時(shí)代。網(wǎng)絡(luò)的快速發(fā)展,使得網(wǎng)絡(luò)文化打破了傳統(tǒng)意義的框架,對(duì)廉政文化產(chǎn)生了巨大的影響,廉政文化已逐步滲透、融合到網(wǎng)絡(luò)文化之中。近年來,我國公民的網(wǎng)絡(luò)政治參與熱情同樣與日俱增,他們充分利用互聯(lián)網(wǎng)絡(luò)進(jìn)行參政議政、民主監(jiān)督,表達(dá)訴求。但是,網(wǎng)絡(luò)文化是一柄雙刃劍,網(wǎng)絡(luò)在積極推進(jìn)廉政文化建設(shè)的同時(shí),也會(huì)帶來網(wǎng)絡(luò)謠言、網(wǎng)絡(luò)欺詐、網(wǎng)絡(luò)暴力、網(wǎng)絡(luò)淫穢傳播等不良影響。因此,如何積極主動(dòng)用廉政文化占領(lǐng)網(wǎng)絡(luò)陣地,利用網(wǎng)絡(luò)進(jìn)行廉政文化建設(shè),具有極其重要的現(xiàn)實(shí)意義。近年來,國家和社會(huì)更加關(guān)注網(wǎng)絡(luò)廉政文化建設(shè),迫切需要相關(guān)理論能夠跟進(jìn),但學(xué)術(shù)界對(duì)該領(lǐng)域的研究尚不系統(tǒng)、不深入,使得本選題的研究具有重要的理論價(jià)值和學(xué)術(shù)價(jià)值。本選題的研究共分為四個(gè)部分,按照提出問題、分析問題、解決問題的思路進(jìn)行布局。第一部分為緒論和第二、第三章。緒論部分從學(xué)科性、規(guī)范性和時(shí)代性三個(gè)維度論證了本選題的現(xiàn)實(shí)意義,從黨和社會(huì)對(duì)網(wǎng)絡(luò)廉政文化建設(shè)的期待以及學(xué)術(shù)界對(duì)該領(lǐng)域研究的不系統(tǒng)、不深入兩個(gè)角度論證了選題的理論價(jià)值和學(xué)術(shù)價(jià)值。在選題確立的基礎(chǔ)上,探討了本文的研究思路,建構(gòu)了網(wǎng)絡(luò)廉政文化建設(shè)的研究框架體系。運(yùn)用結(jié)構(gòu)主義模式建構(gòu)理論,總結(jié)、歸納學(xué)者們關(guān)于網(wǎng)絡(luò)廉政文化建設(shè)的四個(gè)層面,即物質(zhì)、精神、制度、行為的基礎(chǔ)上,結(jié)合國內(nèi)外關(guān)于對(duì)網(wǎng)絡(luò)文化和廉政文化的內(nèi)涵的界定,創(chuàng)新性地提出第五個(gè)層面,即評(píng)價(jià)層面。并建構(gòu)了網(wǎng)絡(luò)廉政文化建設(shè)的模式,即以廉政理念為核心層面、以網(wǎng)絡(luò)基礎(chǔ)建設(shè)及管理機(jī)構(gòu)等物質(zhì)設(shè)施為外圍層面,以制度、教育、行為、評(píng)價(jià)為中間層面的模式結(jié)構(gòu),形成科技助廉,教化育廉,制度養(yǎng)廉,行為固廉,評(píng)價(jià)保廉的具有中國特色的網(wǎng)絡(luò)廉政文化建設(shè)體系。第二章從物質(zhì)、精神、制度、行為、評(píng)價(jià)等五個(gè)層面,梳理了馬克思主義網(wǎng)絡(luò)廉政文化建設(shè)的價(jià)值取向,即物質(zhì)層面,重視科學(xué)技術(shù)在反腐倡廉建設(shè)中的重要作用;精神層面,培育廉潔、廉價(jià)、誠信、公正的價(jià)值取向;制度層面,強(qiáng)調(diào)對(duì)權(quán)力和權(quán)利的規(guī)范與引導(dǎo);行為層面,注重建設(shè)公開、透明、民主的廉潔政府;評(píng)價(jià)層面,強(qiáng)調(diào)人民群眾當(dāng)家作主的社會(huì)主義性質(zhì)。以上梳理,為本文奠定了理論架構(gòu),對(duì)網(wǎng)絡(luò)廉政文化建設(shè)提供了理論指導(dǎo)。第三章從技術(shù)、社會(huì)、政治和文化四個(gè)方面梳理了中國特色網(wǎng)絡(luò)廉政文化建設(shè)的緣起,從組織主體、指導(dǎo)思想、參與群體、階段特點(diǎn)、建設(shè)目標(biāo)探討我國網(wǎng)絡(luò)廉政文化建設(shè)的“中國特色”。第二部分為第四章,重點(diǎn)在于提出問題。本文從物質(zhì)、精神、制度、行為、評(píng)價(jià)等五個(gè)層面,分別梳理了中國共產(chǎn)黨在推進(jìn)網(wǎng)絡(luò)廉政文化建設(shè)方面取得的成就及遇到的困境:網(wǎng)絡(luò)設(shè)施及網(wǎng)絡(luò)管理得以提升與弱勢群體使用不足,話語權(quán)缺失的困境,利用網(wǎng)絡(luò)開展廉政教育與網(wǎng)絡(luò)文化自身存在的侵權(quán)行為的困境,網(wǎng)絡(luò)反腐成效顯著與反腐行為法律不兼容的困境,倡導(dǎo)網(wǎng)絡(luò)民主監(jiān)督理念與權(quán)力運(yùn)行不透明、網(wǎng)民知情權(quán)難以保證的困境,推行網(wǎng)絡(luò)廉政評(píng)價(jià)與評(píng)價(jià)公信力缺失的困境等。第三部分為第五章和第六章,重點(diǎn)在于分析問題和經(jīng)驗(yàn)借鑒。第五章對(duì)我國網(wǎng)絡(luò)廉政文化建設(shè)困境的成因進(jìn)行了分析,主要在于網(wǎng)絡(luò)廉政文化財(cái)政投入不足,廉政理念淡薄,網(wǎng)絡(luò)監(jiān)督缺乏制度支撐,黨務(wù)政務(wù)缺乏民主公開透明,網(wǎng)絡(luò)廉政文化建設(shè)評(píng)價(jià)體系欠科學(xué)。第六章系統(tǒng)地總結(jié)了國外網(wǎng)絡(luò)廉政文化建設(shè)的成功經(jīng)驗(yàn),即優(yōu)化網(wǎng)民結(jié)構(gòu),提升網(wǎng)絡(luò)管理水平;加強(qiáng)網(wǎng)絡(luò)教育,培育廉政廉潔理念;完善反腐制度,規(guī)范網(wǎng)民反腐行為;踐行公開透明,疏通網(wǎng)絡(luò)反腐渠道;推行網(wǎng)民評(píng)廉,科學(xué)設(shè)計(jì)評(píng)價(jià)體系。第四部分為第七章和第八章,重點(diǎn)在于提出對(duì)策及進(jìn)一步研究的思路。第七章對(duì)加強(qiáng)和完善中國特色網(wǎng)絡(luò)廉政文化建設(shè)提出以下政策性建議,即在均衡基礎(chǔ)設(shè)施、優(yōu)化監(jiān)管機(jī)構(gòu)、提升監(jiān)管技術(shù)等方面加大投入力度;從凝練廉政價(jià)值理念、加強(qiáng)官員廉政教育、科學(xué)設(shè)計(jì)教育體系等方面培育網(wǎng)絡(luò)廉政文化建設(shè)的價(jià)值理念;從領(lǐng)導(dǎo)體制、制度規(guī)范、道德規(guī)范、制度固化等方面完善網(wǎng)絡(luò)廉政文化建設(shè)的制度規(guī)范;從推進(jìn)公務(wù)網(wǎng)絡(luò)透明、加強(qiáng)網(wǎng)絡(luò)輿情評(píng)估、疏通網(wǎng)上舉報(bào)渠道和加大網(wǎng)絡(luò)反腐力度等方面養(yǎng)成網(wǎng)絡(luò)民主監(jiān)督的行為習(xí)慣。從完善考核指標(biāo)體系、創(chuàng)新評(píng)價(jià)機(jī)制、拓寬評(píng)價(jià)主體和強(qiáng)化考評(píng)結(jié)果運(yùn)用等方面健全網(wǎng)絡(luò)廉政文化建設(shè)的考評(píng)體系。第八章指出本文研究的成績與不足。認(rèn)為本文體系龐大,今后需要對(duì)其子體系(五個(gè)層面)進(jìn)一步深入研究。
