【摘要】：堅(jiān)持正確選人用人導(dǎo)向,是發(fā)揮人才資源決定性作用、提升黨和政府公信力的關(guān)鍵,是推進(jìn)國家治理體系和治理能力現(xiàn)代化的基礎(chǔ)。立足已有研究,對(duì)現(xiàn)行干部選任實(shí)踐進(jìn)行嵌入式制度分析,診斷干部選任實(shí)踐中存在的問題,并從社會(huì)邏輯、市場邏輯、國家邏輯出發(fā),剖析了多元場域下選人用人問題的根源。從厘清選人用人制度邏輯、重視多元價(jià)值訴求、形塑規(guī)則等方面思考了制度邏輯分析框架下的選人用人制度。
[Abstract]:Adhere to the correct selection and employment oriented, is to play the decisive role of human resources, the key to enhance the credibility of the party and the government, is the foundation to promote national governance systems and governance capacity modernization. Based on the existing research, analysis of the current embedded system of selecting and appointing cadres, cadre selection and diagnosis existing problems in the practice, and from the social logic of the market state logic, logical starting, analyzes the origin of multiple field personnel selection problem. To clarify the selection and appointment system logic, pay attention to the demands of diverse value, shape rules, thinking of system logic analysis under the framework of the selection and appointment system.
