【摘要】：中國共產(chǎn)黨已經(jīng)走過了90多年的光輝歷程。90多年來,我們黨一貫堅持全心全意為人民服務的根本宗旨,始終把反腐倡廉作為自己的原則和重要任務。早在中央蘇區(qū)時期,中國共產(chǎn)黨在馬克思主義理論的指導下,我們黨對人民政權的建設進行了大膽探索和偉大嘗試,在廉政建設方面,秉承了勤儉節(jié)約、艱苦奮斗的革命精神,堅決與各種非無產(chǎn)階級思想和貪污腐化行為作斗爭。在這一時期,中國共產(chǎn)黨將廉政教育蘊含于黨的建設、政權建設、法制建設和軍隊建設等各個方面,教育了廣大黨員干部要堅持廉潔奉公的精神和原則,使蘇維埃黨和政府的各項工作有了空前的發(fā)展,使中華蘇維埃共和國臨時中央政府成為中國歷史上“空前的真正的廉潔政府”。教育,是實現(xiàn)廉政建設、廉政教育總要求和總目標的最根本、最重要的方法,它有著監(jiān)督和法制無法比擬的作用。中央蘇區(qū)時期,我們黨在這方面做出的努力和嘗試,為我國在新時期實現(xiàn)廉潔從政的總目標提供了方法指導和思想借鑒。本文將以中國共產(chǎn)黨的歷史文獻以及能反映中央蘇區(qū)開展廉政建設,進行廉政教育的大量相關史料為基礎,系統(tǒng)研究中央蘇區(qū)時期廉政教育的主要內容和主要方法,從微觀層面全面梳理中央蘇區(qū)時期黨關于廉潔從政的先進思想及制度、社會風氣等,總結經(jīng)驗與規(guī)律,探討教訓與失誤,以期對當今執(zhí)政黨廉政教育、廉政建設提供有益的啟示。具體而言,本文第一部分介紹了選題依據(jù)、研究思路和重要概念的界定;第二部分介紹中央蘇區(qū)進行廉政教育的歷史背景,總結提出中央蘇區(qū)進行廉政教育的必要性;第三部分主要闡述中央蘇區(qū)進行廉政教育的主要方法;第四部分闡述中央蘇區(qū)廉政教育與人民政權建設如何有效地結合;第五部分闡述中央蘇區(qū)廉政教育的現(xiàn)實啟示。新時期,加強廉政教育,能夠從根本上使廣大人民樹立廉潔意識,使廉潔的思想根深蒂固,進而能夠使廉潔成為自我的行為習慣。我們黨和政府要在加強廉政監(jiān)督和法制建設的同時,更要加強廉政教育,發(fā)揮教育應有的重要作用,并將廉政教育的總體目標和總體要求付諸于各項工作的實踐中。
[Abstract]:The Communist Party of China has gone through a glorious course of more than 90 years. Over the past 90 years, our Party has consistently adhered to the fundamental aim of serving the people wholeheartedly. As early as in the period of Central Soviet area, the Communist Party of China was guided by Marxist theory. Our party has carried on the bold exploration and the great attempt to the people's political power construction, in the aspect of the clean government construction, has carried on diligently thrift, the arduous struggle revolutionary spirit. In this period, the Communist Party of China included clean government education in all aspects of party building, political power building, legal system building, and army building. We have educated the vast number of party members and cadres to adhere to the spirit and principle of honesty and fairness, and made unprecedented progress in all aspects of the work of the Soviet Party and the government. To make the interim Central Government of the Soviet Republic of China a "truly honest government" in the history of China, education is the most fundamental and most important way to achieve the general requirements and objectives of building a clean and honest government. It has an incomparable role in supervision and legal system. During the period of Central Soviet area, our Party made efforts and attempts in this respect. It provides the method guidance and thought reference for our country to realize the general goal of clean government in the new period. This article will use the historical documents of the Communist Party of China and can reflect the Central Soviet area to carry out the clean government construction. Based on a large number of relevant historical data, this paper systematically studies the main contents and methods of clean government education in the Central Soviet area. From the microcosmic level, this paper comprehensively combs the advanced thought and system of the Party about clean and honest politics, social atmosphere and so on, summarizes the experience and the law, probes into the lesson and the mistake, in order to educate the ruling party to clean government. The first part of this paper introduces the basis of the topic, research ideas and the definition of important concepts; The second part introduces the historical background of incorruptible education in Central Soviet area, and summarizes the necessity of incorruptible education in Central Soviet area. The third part mainly elaborates the central Soviet area carries on the clean government education the main method; Part 4th expounds how to effectively combine the education of clean government in Central Soviet area with the construction of people's power. The 5th part expounds the realistic enlightenment of clean government education in the central Soviet area. In the new period, strengthening the clean government education can fundamentally make the broad masses of people establish the clean and clean consciousness and make the clean thought deep-rooted. Our party and government should not only strengthen the supervision of clean government and the construction of legal system, but also strengthen the education of clean government, and give play to the important role that education should play. And put the overall goal and the overall requirement of clean government education into the practice of each work.
