【摘要】：中央紅軍主力長征后,那些未參加長征的蘇區(qū)地方干部和部分留守部隊逐漸與中共黨組織失去了聯(lián)系。1949年中共建政以后,這批人成為“蘇區(qū)老干部”。本文即以贛西南地區(qū)基層的“蘇區(qū)老干部”為研究對象,試圖探討這一特殊的群體在新中國成立后的政治生存狀況。中共建政以后,如何恰當?shù)卣鐒e和安置“蘇區(qū)老干部”是新政權必須面對的一個問題。在建國后地方秩序重建過程中,以南下干部為主力的新解放區(qū)許許多多事情的處理都必須依賴熟悉地方民情風俗的本地干部,因此許多蘇區(qū)老干部得到任用和提拔；但隨著南下干部與蘇區(qū)老干部之間矛盾的產(chǎn)生和激化,以及隨著本地年輕新干部的培養(yǎng)和涌現(xiàn),“蘇區(qū)老干部”由于“政治歷史復雜”以及自身身體條件和文化水平等方面的缺陷而越來越邊緣化。“蘇區(qū)老干部”的被打壓和被排擠影響了老蘇區(qū)的地方秩序,也妨礙了中共許多政策的推行。無論是有過蘇區(qū)革命經(jīng)歷的中央領導人,還是同樣從事過蘇區(qū)革命的江西省、地領導人,他們都希望妥善安置這批曾經(jīng)的同路人。這既是對老同志、老戰(zhàn)友的安撫和回報；也是承認和肯定蘇維埃革命對中國革命的貢獻和重要性；這同時實際上也是對這些領導人本身革命資歷和建政后新身份的再次確認。為此,江西省委在給“蘇區(qū)老干部”解決工作、黨籍和生活等問題方面采取了諸多措施。江西省委推行的安撫措施是完成老蘇區(qū)地方秩序重建的重要之舉,同時也是重塑“革命傳統(tǒng)”的重要之舉。
[Abstract]:After the long March of the main force of the Central Red Army, the local cadres and some of the remaining troops in the Soviet areas who did not participate in the long March gradually lost contact with the party organization. This group of people become "the old cadres of the Soviet area". This article takes the "old cadres of the Soviet area" at the grass-roots level in southwest Jiangxi as the research object. This paper attempts to explore the political survival of this special group after the founding of the people's Republic of China. How to properly identify and place "old cadres in Soviet areas" is a problem that the new regime must face. In the reconstruction of local order after the founding of the people's Republic of China. The handling of many things in the new liberated areas, with the leading cadres in the south as the main force, must rely on local cadres who are familiar with the customs of the local people. As a result, many old cadres in the Soviet areas have been appointed and promoted; However, with the emergence and intensification of contradictions between cadres from the south and the old cadres in the Soviet area, as well as the training and emergence of new local young cadres. "veteran cadres in the Soviet area" are increasingly marginalized because of "complicated political history" and their own physical conditions and educational level. "veteran cadres in the Soviet area" are becoming more and more marginalized. The local order in the old Soviet area was affected by the oppression and exclusion of the old Soviet area. It also hinders the implementation of many policies of the Communist Party of China, whether it is the central leaders who have experienced revolution in the Soviet areas or the local leaders of Jiangxi Province, who have also engaged in the revolution in the Soviet areas. They all hope that these former comrades will be properly resettled. This is both a pacification and a return to old comrades and old comrades; It also recognizes and affirms the contribution and importance of the Soviet revolution to the Chinese revolution. At the same time, it is also a reconfirmation of the revolutionary qualifications of these leaders themselves and their new identities after the establishment of government. To this end, the Jiangxi Provincial Party Committee is working to solve the problem for the "veteran cadres of the Soviet areas." Many measures have been taken in the aspects of party membership and daily life. The pacification measures carried out by Jiangxi Provincial Party Committee are not only an important move to complete the reconstruction of local order in the old Soviet areas, but also an important move to reshape the "revolutionary tradition".
