【摘要】：全面從嚴(yán)治黨既是"四個(gè)全面"戰(zhàn)略布局的重要組成部分,也是黨和國(guó)家各項(xiàng)工作順利推進(jìn)和各項(xiàng)目標(biāo)有效實(shí)現(xiàn)的根本保證。而依規(guī)治黨是實(shí)現(xiàn)全面從嚴(yán)治黨的根本途徑,其實(shí)質(zhì)就是要嚴(yán)格按照黨內(nèi)法規(guī)辦事,關(guān)鍵在于落實(shí)到位。在貫徹落實(shí)依規(guī)治黨的過(guò)程中,務(wù)必抓好三個(gè)重要環(huán)節(jié):制度是條件,健全黨內(nèi)法規(guī)體系是貫徹落實(shí)依規(guī)治黨的基本前提;執(zhí)行是關(guān)鍵,強(qiáng)化執(zhí)紀(jì)問(wèn)責(zé)是貫徹落實(shí)依規(guī)治黨的根本所在;環(huán)境是保障,優(yōu)化制度環(huán)境是貫徹落實(shí)依規(guī)治黨的重要保障。如此環(huán)環(huán)相扣,協(xié)調(diào)推進(jìn),才能使依規(guī)治黨真正得到貫徹落實(shí)。
[Abstract]:Comprehensive and strict administration of the party is an important part of the "four comprehensive" strategic layout. It is also the fundamental guarantee for the smooth progress of the work of the Party and the state and the effective realization of the various goals, and governing the Party in accordance with regulations is the fundamental way to achieve a comprehensive and strict administration of the Party, and its essence is to act strictly in accordance with the Party's laws and regulations. In the process of carrying out the Party according to rules and regulations, we must do a good job in three important links: the system is the condition, and the perfection of the inner-party laws and regulations system is the basic premise of carrying out the party according to the rules and regulations; Enforcement is the key, and strengthening discipline and accountability is the basis of implementing the party according to rules; The environment is the guarantee, and the optimization of the system environment is the important guarantee to carry out the Party according to the rules and regulations, so that the Party can be truly carried out according to the rules and regulations.
