【摘要】：【目的】隨著開(kāi)放存取(OA)的迅猛發(fā)展,開(kāi)放存取文獻(xiàn)數(shù)量和質(zhì)量均穩(wěn)步上升,產(chǎn)生了顯著的影響和巨大的社會(huì)經(jīng)濟(jì)效益�？偨Y(jié)梳理國(guó)外開(kāi)放存取出版最新研究進(jìn)展和發(fā)展動(dòng)態(tài),為國(guó)內(nèi)同行和相關(guān)主體提供參考借鑒�！痉椒ā烤C合采用文獻(xiàn)研究法、比較分析法、案例分析法、歸納法等研究方法,對(duì)近幾年國(guó)外開(kāi)放存取出版的重要研究成果進(jìn)行了全面綜述。【結(jié)果】從出版商主導(dǎo)的OA期刊、科研機(jī)構(gòu)與大學(xué)主導(dǎo)的OA知識(shí)庫(kù)等方面綜述了全球OA出版的發(fā)展動(dòng)態(tài),提供了詳細(xì)的數(shù)據(jù)資料;從OA出版相關(guān)法律和戰(zhàn)略政策、基金資助機(jī)構(gòu)OA政策、科研機(jī)構(gòu)OA政策、出版機(jī)構(gòu)OA政策、OA出版的經(jīng)濟(jì)學(xué)與商業(yè)模型等綜述了相關(guān)的研究進(jìn)展和發(fā)展動(dòng)態(tài)。【結(jié)論】在強(qiáng)制性O(shè)A政策被西方國(guó)家政府、主流研究機(jī)構(gòu)和科研基金等采用后,科研論文和科研數(shù)據(jù)的開(kāi)放共享和再利用成為必然趨勢(shì)。建議中國(guó)政府部門及有關(guān)機(jī)構(gòu)借鑒國(guó)外好的做法和經(jīng)驗(yàn),盡快制定實(shí)施支持開(kāi)放存取出版發(fā)展的政策與措施。
[Abstract]:[objective] with the rapid development of open access (OA), the quantity and quality of open access literature have increased steadily, which has had a significant impact and great social and economic benefits. This paper summarizes and combs the latest research progress and development trend of open access publishing in foreign countries, and provides reference for domestic peers and related subjects. [methods] by using literature research method, comparative analysis method, case analysis method, induction method and other research methods, this paper makes a comprehensive review of the important research results of open access publishing abroad in recent years. [results] from the OA journals led by publishers, The development trend of global OA publishing is reviewed from the aspects of OA knowledge base led by scientific research institutions and universities, and detailed data are provided. This paper summarizes the relevant research progress and development trends from the relevant laws and strategic policies of OA publishing, OA policies of fund funding organizations, OA policies of scientific research institutions, OA policies of publishing institutions, economics and business models of OA publication. [conclusion] after the mandatory OA policy has been adopted by western governments, mainstream research institutions and scientific research funds, the open sharing and reuse of scientific research papers and scientific research data has become an inevitable trend. It is suggested that Chinese government departments and relevant institutions should draw lessons from the good practices and experiences of foreign countries and formulate and implement policies and measures to support the development of open access publishing as soon as possible.
