【摘要】：近年來,民營(yíng)實(shí)體書店處境艱難,諸多問題影響其生存和發(fā)展,政府相關(guān)部門應(yīng)該從哪些方面對(duì)民營(yíng)實(shí)體書店進(jìn)行扶持?政策建議包括3個(gè)方面:第一,在制度環(huán)境方面,在市場(chǎng)秩序及市場(chǎng)規(guī)劃、圖書價(jià)格管理制度、經(jīng)營(yíng)場(chǎng)地及書店分級(jí)管理、專項(xiàng)資金及信貸優(yōu)惠等方面制定相應(yīng)政策;第二,在行業(yè)發(fā)展方面,支持建立全國(guó)圖書零售數(shù)據(jù)公共平臺(tái),鼓勵(lì)建立中小民營(yíng)書店網(wǎng)絡(luò)聯(lián)合銷售平臺(tái),建立并完善行業(yè)協(xié)會(huì);第三,在企業(yè)發(fā)展方面,鼓勵(lì)民營(yíng)實(shí)體書店向集團(tuán)化和特色化發(fā)展、探索產(chǎn)業(yè)融合模式、向出版產(chǎn)業(yè)上端延伸以及創(chuàng)新經(jīng)營(yíng)模式。
[Abstract]:In recent years, the private entity bookstore is in a difficult situation, many problems affect its survival and development, from which the relevant government departments should support the private entity bookstore? The policy recommendations include three aspects: firstly, in the aspect of institutional environment, the corresponding policies should be formulated in the aspects of market order and market planning, book price management system, grading management of business venues and bookstores, special funds and credit concessions, etc. Second, in the field of industry development, we should support the establishment of a national public platform for book retail data, encourage the establishment of a network joint sales platform for small and medium-sized private bookstores, and establish and perfect trade associations; Thirdly, in the aspect of enterprise development, the private entity bookstore should be encouraged to develop into collectivization and feature, to explore the mode of industrial integration, to extend to the upper end of publishing industry and to innovate the management mode.
