【摘要】：出版業(yè)出資人制度與主管主辦制度的銜接是一個(gè)難題,文章對(duì)此進(jìn)行了系統(tǒng)解析,同時(shí)立足于新的發(fā)展和要求,建議建立"政府導(dǎo)向、法規(guī)管理、技術(shù)監(jiān)測(cè)、行業(yè)自律和全員監(jiān)督"為手段的導(dǎo)向管理體系,并以此為基礎(chǔ),實(shí)現(xiàn)出資人制度與主管主辦制度的融合和和銜接,即融和銜接。基于融和發(fā)展平臺(tái),既可以匯聚各方力量,實(shí)現(xiàn)統(tǒng)一監(jiān)督和管理,及時(shí)有效解決發(fā)展中出現(xiàn)的各種問題,又可以充分發(fā)揮兩種制度的優(yōu)勢(shì),形成合力,為出版業(yè)營造良好的發(fā)展空間。

This paper analyzes this problem systematically, and at the same time, based on the new development and requirements, the author suggests the establishment of "government guidance, regulation management, technical monitoring," Based on the guiding management system of self-discipline and supervision of the whole staff, the author realizes the fusion and connection between the system of the investor and the host system of the supervisor, that is, the integration and convergence.
