【摘要】：正2015年7月1日,中央全面深化改革領(lǐng)導(dǎo)小組第十四次會議審議通過了《關(guān)于推動國有文化企業(yè)把社會效益放在首位、實現(xiàn)社會效益和經(jīng)濟(jì)效益相統(tǒng)一的指導(dǎo)意見》等文件,提出:要建立健全兩個效益相統(tǒng)一的評價考核機(jī)制,形成對社會效益的可量化、可核查要求。這個文件的出臺非常必要,非常及時,對出版單位建立和完善社會效益考核評估體系具有重要的指導(dǎo)意義。當(dāng)前,有的出版企業(yè)存在"一手硬,一手軟"的現(xiàn)象,即抓經(jīng)濟(jì)效益的手很硬,抓社會效益的手很軟。把社會效益放在首位,實現(xiàn)社會效益與經(jīng)濟(jì)效益相統(tǒng)一,是黨和政府對包括出版單位在內(nèi)的文化企業(yè)
[Abstract]:On July 1, 2015, the 14th meeting of the Central leading Group for All-round deepening Reform deliberated and adopted the guiding opinions on promoting State-owned Cultural Enterprises to put Social benefits first and realize the Unification of Social and Economic benefits, etc. It is proposed that the evaluation and assessment mechanism of two benefits should be established and perfected, and the quantifiable and verifiable requirements for social benefits should be formed. The publication of this document is very necessary and timely. It has important guiding significance for publishing institutions to establish and perfect social benefit assessment system. At present, some publishing enterprises have the phenomenon of "one hand is hard, one hand is soft", that is, the hand to grasp economic benefits is very hard, and the hand to grasp social benefits is very soft. Putting social benefits in the first place and realizing the unity of social and economic benefits are the party and government's contribution to cultural enterprises, including publishing units.
