【摘要】：規(guī)制變遷的內(nèi)因是規(guī)制失靈,外因是制度環(huán)境、意識(shí)形態(tài)等的發(fā)展變化。1997年以來(lái),江蘇省連續(xù)性內(nèi)部資料性出版物規(guī)制從規(guī)制類型到規(guī)制體系均經(jīng)歷著持續(xù)變遷。在這個(gè)過(guò)程中,意識(shí)形態(tài)是規(guī)制變遷的重要外因,同時(shí)也是規(guī)制變遷方向的決定性因素。
[Abstract]:The internal cause of regulation change is regulation failure, while the external factor is the development of institutional environment and ideology. Since 1997, the regulation of continuous internal reference publication in Jiangsu Province has undergone continuous changes from the type of regulation to the system of regulation. In this process, ideology is not only an important external cause of regulatory change, but also a decisive factor in the direction of regulatory change.
