我國圖書流通產(chǎn)業(yè)組織研究

【摘要】: 我國圖書流通業(yè)市場(chǎng)績效低下,究其原因,本文認(rèn)為一是體制性因素對(duì)有效競(jìng)爭的制約,二是市場(chǎng)結(jié)構(gòu)不合理,市場(chǎng)行為不規(guī)范。傳統(tǒng)的計(jì)劃經(jīng)濟(jì)體制造成圖書流通市場(chǎng)地域分隔的局面,流通主體沒有完全市場(chǎng)化,市場(chǎng)結(jié)構(gòu)呈現(xiàn)壟斷與過度分散性競(jìng)爭并存,圖書庫存冊(cè)數(shù)逐年遞增,書業(yè)利潤低,國民閱讀率低,信息化和現(xiàn)代化程度不高,市場(chǎng)績效難以提高。 研究我國圖書流通產(chǎn)業(yè)組織的意義在于,試圖發(fā)現(xiàn)圖書流通市場(chǎng)績效與結(jié)構(gòu)、行為之間是否存在某種關(guān)系及其傳導(dǎo)機(jī)制是怎樣的,從而揭示其中的內(nèi)在機(jī)制和發(fā)展的規(guī)律性。然而傳統(tǒng)的產(chǎn)業(yè)組織理論主要是針對(duì)西方成熟的市場(chǎng)經(jīng)濟(jì)體制,目前我國市場(chǎng)經(jīng)濟(jì)體制還不完善,因此,為了適合我國的國情,本文加入了體制性因素,拓展了傳統(tǒng)的SCP框架,形成了“體制性因素-市場(chǎng)結(jié)構(gòu)-市場(chǎng)行為-市場(chǎng)績效”的框架作為分析工具,力求全面地將我國圖書流通產(chǎn)業(yè)組織問題詮釋清楚。 本文以改革開放30年來的圖書發(fā)行體制改革和商品流通體制改革歷程為背景,在深入論述圖書流通產(chǎn)業(yè)組織理論,系統(tǒng)地對(duì)市場(chǎng)結(jié)構(gòu)、行為和績效進(jìn)行理論和實(shí)證分析之后,研究了我國圖書流通產(chǎn)業(yè)組織的政策措施問題。文章認(rèn)為,對(duì)于我國的轉(zhuǎn)軌經(jīng)濟(jì)而言,市場(chǎng)和體制性因素是密不可分的。當(dāng)把圖書流通業(yè)的市場(chǎng)績效問題放在市場(chǎng)和體制性因素組成的兩維空間內(nèi)進(jìn)行考察時(shí),可以看出,體制性因素、市場(chǎng)結(jié)構(gòu)和市場(chǎng)行為共同影響著市場(chǎng)績效,因此,為了提高我國圖書流通業(yè)的市場(chǎng)績效,應(yīng)該注重體制改革,同時(shí)調(diào)整市場(chǎng)結(jié)構(gòu),規(guī)范市場(chǎng)行為。在此基礎(chǔ)上,文章提出了我國圖書流通產(chǎn)業(yè)組織的對(duì)策建議。
[Abstract]:The reason for the low market performance of China's book circulation industry is that the institutional factors restrict the effective competition and the market structure is unreasonable and the market behavior is not standardized. The traditional planned economy system has caused the geographical segregation of the book circulation market, the main body of circulation is not completely market-oriented, the market structure presents monopoly and excessive decentralized competition, the number of books in stock is increasing year by year, and the profit of the book industry is low. National reading rate is low, information and modernization is not high, market performance is difficult to improve. The significance of studying the organization of book circulation industry in China lies in trying to find out whether there is a relationship between the performance and structure of the book circulation market, whether there is a certain relationship between the behavior and its transmission mechanism, and thus reveal the inherent mechanism and the regularity of the development of the book circulation industry. However, the traditional theory of industrial organization is mainly aimed at the mature market economy system in the west. At present, the market economy system of our country is not perfect. Therefore, in order to suit the national conditions of our country, this paper adds the system factor and expands the traditional SCP frame. The framework of "institutional factor-market structure, market behavior and market performance" has been formed as an analytical tool in order to fully explain the organizational problems of China's book circulation industry. Based on the reform of the book distribution system and the reform of the commodity circulation system in the past 30 years since the reform and opening up, this paper makes a theoretical and empirical analysis of the market structure, behavior and performance of the book circulation industry after a thorough discussion of the book circulation industry organization theory. This paper studies the policy and measures of book circulation industry organization in China. The article holds that market and institutional factors are inseparable for China's transition economy. When we examine the market performance of the book circulation industry in the two-dimensional space composed of market and system factors, we can see that institutional factors, market structure and market behavior affect market performance together. In order to improve the market performance of the book circulation industry in China, we should pay attention to the reform of the system, adjust the market structure and standardize the market behavior at the same time. On this basis, the article puts forward the countermeasures and suggestions of book circulation industry organization in China.
