【摘要】： 依據(jù)國家對出版行業(yè)的擴(kuò)大開放經(jīng)營指導(dǎo)方針,以圖書進(jìn)出口企業(yè)實際操作為研究基礎(chǔ),本篇論文總結(jié)了擴(kuò)大開放政策在世界金融危機(jī)時期對我國出版行業(yè)的扶持和推動作用,歸納了四項在圖書進(jìn)出口企業(yè)經(jīng)濟(jì)策略轉(zhuǎn)軌過程中產(chǎn)生的需要解決的重要經(jīng)營管理問題,為避免圖書進(jìn)出口企業(yè)出現(xiàn)重大經(jīng)濟(jì)損失、促進(jìn)出版貿(mào)易效益的提高,提出了建設(shè)性建議和可行方案。 本文的分析方法側(cè)重：市場經(jīng)濟(jì)理論與實際數(shù)據(jù)相結(jié)合的推導(dǎo)分析方法；國內(nèi)外相關(guān)法律規(guī)范與國際貿(mào)易實際案例相結(jié)合的案例分析方法；宏觀經(jīng)濟(jì)政策指導(dǎo)方向與企業(yè)實際經(jīng)營運作結(jié)果的比較分析方法。 論文的研究成果在于： 1)針對國家對出版行業(yè)的擴(kuò)大開放政策,結(jié)合國際生產(chǎn)折衷理論,分析圖書出口貿(mào)易企業(yè)海外擴(kuò)大投資過程中投資策略與海外營銷模式的轉(zhuǎn)變不同步產(chǎn)生潛在投資風(fēng)險問題及解決問題的方法。 2)針對國家對出版行業(yè)的上市融資策略,提出擴(kuò)大開放政策指導(dǎo)下圖書進(jìn)口企業(yè)擴(kuò)大融資與資金的有效使用的逆向矛盾,并通過建立企業(yè)內(nèi)審機(jī)制和行業(yè)監(jiān)督實現(xiàn)資金的有效使用。 3)分析企業(yè)在兼并重組過程中,因企業(yè)的管理重心、運營要求差異產(chǎn)生的潛在管理風(fēng)險；總結(jié)了行業(yè)經(jīng)營政策變革過程必然面臨的因經(jīng)營管理規(guī)范化、標(biāo)準(zhǔn)化時間滯后給企業(yè)經(jīng)營帶來的或有風(fēng)險。提出企業(yè)通過業(yè)務(wù)管理、財務(wù)管理、物流管理多維度的統(tǒng)一調(diào)控,提高管理效益,降低經(jīng)營風(fēng)險的可行方案。 4)論文指出了在擴(kuò)大開放政策的推動下,伴隨多種海外合作經(jīng)營方式的形成,代理出口銷售成為圖書出口行業(yè)創(chuàng)收的重要來源。論文具體分析了代理出口銷售形式可能存在的銷售方法律關(guān)系問題、貿(mào)易標(biāo)的合法性問題以及新的國際金融環(huán)境下的結(jié)算匯率風(fēng)險問題。因此,對代理出口銷售形式的有效管理已經(jīng)成為完善行業(yè)擴(kuò)大開放政策執(zhí)行的重要內(nèi)容。 簡言之,雖然面臨新的問題,擴(kuò)大開放政策通過對內(nèi)產(chǎn)業(yè)規(guī)模擴(kuò)大,對外加強(qiáng)海外投資力度,優(yōu)化了圖書進(jìn)出口貿(mào)易條件,提高了我國圖書進(jìn)出口企業(yè)在金融危機(jī)情況下的國際競爭力,為我國出版行業(yè)創(chuàng)造了生存和發(fā)展的契機(jī)。
[Abstract]:Based on the national guidelines for the expansion of the open operation of the publishing industry and the practical operation of the book import and export enterprises, this paper summarizes the role of the expanded opening policy in supporting and promoting the publishing industry in China during the period of the world financial crisis. This paper sums up four important business and management problems that need to be solved in the course of the economic strategy transition of book import and export enterprises, in order to avoid the great economic losses of book import and export enterprises, and to promote the improvement of the efficiency of publishing trade. Constructive suggestions and feasible schemes are put forward. The analysis method of this paper focuses on: the derivation and analysis method of combining the market economy theory with the actual data, the case analysis method of combining the domestic and foreign relevant legal norms with the actual cases of international trade; A comparative analysis of macroeconomic policy direction and the actual operating results of enterprises. The research results of this paper are as follows: 1) aiming at the country's policy of opening wider to the publishing industry and combining the international production compromise theory, The paper analyzes the potential investment risk problems and the methods to solve these problems in the process of expanding overseas investment of book export trade enterprises. 2) to solve the problems in the process of the investment strategy and the overseas marketing mode changing out of step. 2) to solve the problems in the process of expanding overseas investment. The listing and financing strategy of the industry, Under the guidance of the policy of expanding opening to the outside world, this paper puts forward the reverse contradiction between the expansion of financing and the effective use of funds by book importing enterprises. And through the establishment of enterprise internal audit mechanism and industry supervision to achieve the effective use of funds. 3) analyze the potential management risk caused by the difference of management center and operation requirements in the process of merger and reorganization. In this paper, the author sums up the risks that the reform process of industry management policy will inevitably face due to the standardization of management and the lag of standardization time. This paper puts forward a feasible plan for enterprises to improve management efficiency and reduce management risk through the unified regulation of business management, financial management and logistics management. 4) the paper points out that under the promotion of the policy of expanding the opening up, With the formation of a variety of overseas cooperative management modes, the agent export sales become an important source of income generation in the book export industry. This paper analyzes the legal relationship of the seller, the legitimacy of the trade mark and the settlement exchange rate risk in the new international financial environment. Therefore, the effective management of the form of agency export sales has become an important content to improve the implementation of open policy. In short, although facing new problems, the policy of expanding the opening up has improved the terms of trade in books import and export by expanding the scale of domestic industries and strengthening overseas investment. It improves the international competitiveness of Chinese book import and export enterprises under the situation of financial crisis, and creates a chance for the survival and development of Chinese publishing industry.
