【摘要】：工程標(biāo)準(zhǔn)的制定不能"標(biāo)準(zhǔn)先行",也不能滯后,既要與工程同時啟動,又要提前于工程其他技術(shù)方完成。為了預(yù)防"兩張皮"的情況出現(xiàn),工程標(biāo)準(zhǔn)既來源于工程又要服務(wù)于工程,所以工程標(biāo)準(zhǔn)的編制就是一個"邊寫邊用,邊用邊改"的過程。
[Abstract]:The development of engineering standard cannot be " standard first " and can not be delayed . It is not only to be started at the same time as the project , but also to be completed in advance in other technical aspects of the project . In order to prevent the occurrence of " two skins " , the engineering standard is derived from both the engineering and the engineering . Therefore , the preparation of the engineering standard is a process of " edge writing and edge modification " .
