數(shù)字出版管理人才勝任素質(zhì)模型構(gòu)建

【摘要】:數(shù)字出版(數(shù)碼出版)已經(jīng)成為世界出版業(yè)的主體。在第60屆全球出版業(yè)風(fēng)向標的法蘭克福書展上,“數(shù)字出版”替代傳統(tǒng)出版,成為大會主題;2009年,中國數(shù)字出版業(yè)總值達795億元人民幣,已經(jīng)開始超越傳統(tǒng)書報刊出版物的貢獻。與此同時,我國通過《新聞出版業(yè)“十二五”時期發(fā)展規(guī)劃》把數(shù)字出版建設(shè)與發(fā)展提升到國家發(fā)展規(guī)劃的戰(zhàn)略高度。數(shù)字出版的未來關(guān)鍵在優(yōu)秀人才,特別是管理類人才。未來世界出版業(yè)的競爭,歸根到底是高素質(zhì)數(shù)字出版人才的競爭,高素質(zhì)數(shù)字出版人才的匱乏,無疑是制約數(shù)字出版長期健康發(fā)展的短板和瓶頸。 高素質(zhì)數(shù)字出版人才隊伍建設(shè)是一項艱巨而復(fù)雜工程,既包括技術(shù)素質(zhì)要求、內(nèi)容素質(zhì)要求、經(jīng)營管理素質(zhì)要求以及其他創(chuàng)新性素質(zhì)的綜合等,這需要我們運用管理學(xué)人力資源開發(fā)理論,進行系統(tǒng)思考和分析,為出版業(yè)高素質(zhì)人才選拔、培養(yǎng)、使用、激勵與考核提供理論支撐�!皠偃嗡刭|(zhì)模型”作為人力資源管理的重要工具,是企業(yè)全方位探究優(yōu)秀員工素質(zhì)的常用方法,借以分析出版企業(yè)數(shù)字出版人才的素質(zhì)狀況和要求,可以幫助企業(yè)發(fā)現(xiàn)不斷達成戰(zhàn)略目標的關(guān)鍵因素,從而,為企業(yè)加快高素質(zhì)數(shù)字出版人才隊伍建設(shè)提供科學(xué)思路和必要依據(jù)。 本文以X公司為研究背景,通過對其發(fā)展戰(zhàn)略、企業(yè)文化和關(guān)鍵崗位具體職責(zé)的分析,提煉勝任素質(zhì)項目,建立數(shù)字出版管理者勝任素質(zhì)過渡模型,并對X企業(yè)數(shù)字出版管理者勝任素質(zhì)進行360度問卷調(diào)查,統(tǒng)計分析后,再對勝任素質(zhì)過渡模型進行調(diào)整、排序和補充,得到最終的X企業(yè)數(shù)字出版管理人員勝任素質(zhì),并依據(jù)數(shù)字出版特征對素質(zhì)項目進行個性化描述。具體來講,主要包括以下四個素質(zhì)族的素質(zhì):認知族:專業(yè)知識技能、前沿追蹤、分析判斷、學(xué)習(xí)發(fā)展;管理族:資源整合、全局觀、團隊整合、戰(zhàn)略思考、人員發(fā)展、激勵;幫助與服務(wù)族:以客戶為中心、溝通協(xié)調(diào);目標與行動族:計劃制定、成就導(dǎo)向、文化沖突化解。最后針對數(shù)字出版管理者勝任素質(zhì)模型在企業(yè)人力資源管理工作中的具體應(yīng)用進行分析并提出了相應(yīng)的對策建議。
[Abstract]:Digital publishing (digital publishing) has become the main body of the world publishing industry. At the 60th Frankfurt Book Fair, the vane of the global publishing industry, "digital publishing" became the theme of the conference instead of traditional publishing. In 2009, China's digital publishing industry totaled 79.5 billion yuan. It has begun to transcend the contributions of traditional books, newspapers, periodicals and publications. At the same time, the construction and development of digital publishing has been promoted to the strategic height of the national development plan through the "12th Five-Year Plan" of the press and publication industry in China. The key to the future of digital publishing lies in outstanding talents, especially management talents. In the future, the competition of the world publishing industry is, in the final analysis, the competition of high-quality digital publishing talents, and the lack of high-quality digital publishing talents is undoubtedly a short board and bottleneck restricting the long-term and healthy development of digital publishing. The construction of high-quality digital publishing talents is a difficult and complex project, which includes the requirements of technical quality, content quality, management quality and other innovative qualities, etc. It is necessary for us to use the theory of human resource development of management to think and analyze systematically so as to provide theoretical support for the selection, cultivation, use, encouragement and examination of high quality talents in the publishing industry. As an important tool of human resource management, "competency Model" is a common method for enterprises to explore the quality of excellent employees in all aspects, so as to analyze the quality and requirements of digital publishing talents in publishing enterprises. It can help enterprises to find out the key factors to achieve the strategic goals, and thus provide scientific ideas and necessary basis for enterprises to speed up the construction of high-quality digital publishing talent team. This paper takes X Company as the research background, through the analysis of its development strategy, corporate culture and the specific duties of key posts, refining the competency project, and establishing the transition model of the competency of digital publishing managers. After a 360-degree questionnaire survey on the competence of digital publishing managers in X enterprises, the author adjusts, sorts and complements the transition model of competency after statistical analysis, and obtains the final competency of digital publishing managers in X enterprises. And according to the digital publishing characteristics of the quality of the project for personalized description. Specifically, it includes the following four qualities: cognitive family: professional knowledge and skills, frontier tracking, analysis and judgment, learning development, management family: resource integration, global view, team integration, strategic thinking, personnel development, motivation; Help and service family: customer-centered, communication and coordination; goals and actions: planning, achievement-oriented, cultural conflict resolution. Finally, this paper analyzes the application of the competency model of digital publishing managers in the enterprise human resource management and puts forward the corresponding countermeasures and suggestions.
