【摘要】：數(shù)字出版高端智庫(kù)是在《關(guān)于加強(qiáng)中國(guó)特色新型智庫(kù)建設(shè)的意見》政策發(fā)布的背景下,對(duì)專業(yè)高端智庫(kù)建設(shè)的理論思考和實(shí)踐回應(yīng);也是貫徹和落實(shí)《新聞出版業(yè)科技"十三五"時(shí)期發(fā)展規(guī)劃》的重要舉措和切實(shí)行動(dòng)。數(shù)字出版高端智庫(kù)應(yīng)該本著"引領(lǐng)行業(yè)發(fā)展、服務(wù)政府決策"的戰(zhàn)略定位,堅(jiān)持黨的領(lǐng)導(dǎo),把握正確導(dǎo)向;堅(jiān)持圍繞大局,服務(wù)中心工作;堅(jiān)持實(shí)事求是,鼓勵(lì)大膽探索;堅(jiān)持改革創(chuàng)新,規(guī)范有序發(fā)展。為構(gòu)建數(shù)字出版高端智庫(kù),應(yīng)該努力拓寬融資渠道,不斷完善組織架構(gòu),創(chuàng)新智庫(kù)建設(shè)方案,探索智庫(kù)運(yùn)營(yíng)模式。數(shù)字出版高端智庫(kù)的建設(shè)應(yīng)該奉行"輔助決策、有序發(fā)展、重點(diǎn)補(bǔ)位、產(chǎn)學(xué)研用"的發(fā)展步驟,切實(shí)解決"頂層設(shè)計(jì)、AR技術(shù)、大數(shù)據(jù)技術(shù)、知識(shí)服務(wù)"等行業(yè)發(fā)展的當(dāng)務(wù)之急,圍繞"專家?guī)�、機(jī)構(gòu)庫(kù)、成果庫(kù)、專題庫(kù)、標(biāo)準(zhǔn)規(guī)范庫(kù)"等數(shù)字出版特色智慧產(chǎn)品,綜合運(yùn)用"線上+線下"模式,沿著"數(shù)字出版智庫(kù)、新聞出版智庫(kù)、文化產(chǎn)業(yè)智庫(kù)"的"三步走"發(fā)展路徑,運(yùn)用"創(chuàng)新運(yùn)行機(jī)制、強(qiáng)化人才建設(shè)、實(shí)施項(xiàng)目驅(qū)動(dòng)"等保障措施,共同推進(jìn)官方智庫(kù)、民間智庫(kù)、綜合智庫(kù)和專業(yè)智庫(kù)齊頭并進(jìn)、有序發(fā)展。
[Abstract]:Under the background of "opinions on strengthening the Construction of the New Type of think tanks with Chinese characteristics", the high-end digital publishing think-tank responds to the theory and practice of the construction of professional high-end think-tank. It is also an important measure and practical action to carry out the development plan of press and publication science and technology during the 13th Five-Year Plan. High-end digital publishing think tanks should be guided by the strategic orientation of "leading the development of the industry and serving the government's decision-making", adhere to the Party's leadership and grasp the correct guidance, adhere to the work around the overall situation and the service center, persist in seeking truth from facts and encourage bold exploration; We will persist in reform and innovation and standardize and develop in an orderly manner. In order to build a high-end digital publishing think tank, we should try our best to broaden the financing channels, improve the organizational structure, innovate the construction plan of the think tank, and explore the operation mode of the think tank. The construction of a high-end digital publishing think tank should follow the development step of "auxiliary decision making, orderly development, priority compensation, production, academic and research use", and effectively solve the urgent task of "top-level design of AR technology, big data technology, knowledge service" and other industries. Around "expert pool, institution pool, achievement bank, special topic bank, standard standard library" and so on digital publishing characteristic wisdom product, synthetically uses "on-line and offline" pattern, along the "digital publishing think tank, press publication think tank," The "three-step" development path of the cultural industry think-tank, using such safeguard measures as "innovating the operating mechanism, strengthening the construction of talents, and implementing project-driven", will jointly promote the development of official think tanks, non-governmental think tanks, comprehensive think tanks and professional think tanks.
