【摘要】：【目的】基于我國被撤銷論文作者的管理現狀,探討被撤銷論文作者管理的要點以及方法�！痉椒ā繖z索中國知網與萬方數據庫中2007年1月1日至2016年12月31日發(fā)布的撤銷論文聲明,提取處理作者的相關信息,分析存在的問題,在此基礎上提出構建被撤銷論文作者管理機制的方法�！窘Y果】檢索到包含處罰作者信息的撤銷論文聲明共14篇,其中涉及的學術不端行為主要為抄襲或剽竊、重復發(fā)表,處罰方式主要為在數年內拒絕相關作者再次投稿與通報。處罰措施存在對作者主觀惡意定性不清,對合著作者承擔的責任區(qū)分不明,處理隨意性大、缺乏合理依據等問題,表明國內對被撤銷論文作者的管理未給予足夠重視,尚缺乏有效管理機制。【結論】應當加強對被撤銷論文作者的管理,可以充分發(fā)揮期刊主管、主辦部門職能,著重發(fā)揮相關學科學會以及出版?zhèn)惱韺I(yè)委員會的作用,通過建立學術不端問題共享信息數據庫,健全學術不端問責制度、被撤銷論文管理以及上報制度,建立被撤銷論文作者的合理管理機制。
[Abstract]:[objective] based on the current situation of the management of the authors of the cancelled papers in China, This paper discusses the key points and methods of the author management of the cancelled paper. [methods] to retrieve the statement of the revoked paper published from January 1st 2007 to December 31st 2016 in the database of China Zhiwang and Wanfang, and to extract and process the relevant information of the author, Based on the analysis of the existing problems, this paper puts forward a method to construct the management mechanism of the cancelled author. [results] there are 14 disclaimers that contain the information of punishing the author, in which the academic misconduct involved is mainly plagiarism or plagiarism. The way of punishment is to refuse the relevant authors to submit articles and circulars again within a few years. The punishment measures are not clear to the author's subjective and malicious nature, the responsibilities of the author are not clear, and the handling of the punishment is arbitrary. The lack of reasonable basis indicates that the management of the cancelled author is not paid enough attention and the effective management mechanism is still lacking. [conclusion] We should strengthen the management of the author of the cancelled paper, so as to give full play to the journal supervisor. The function of the sponsoring department is to give full play to the role of the relevant subject society and the professional committee of ethics of publishing, by establishing a database of information sharing on academic misconduct issues, improving the system of accountability for academic misconduct, removing the management of papers and reporting the system. To establish a reasonable management mechanism for the author of the cancelled paper.
