【摘要】：在我國(guó),高校又叫高等學(xué)校,是大學(xué)、專門學(xué)院和�？茖W(xué)校的統(tǒng)稱。高校社科期刊是指由高校主辦的主要刊登哲學(xué)社會(huì)科學(xué)研究論文的高層次學(xué)術(shù)理論刊物,一般分為政治法律、思想理論、文化教育、歷史方志等十幾個(gè)門類。它依托高校的學(xué)科和人才優(yōu)勢(shì),在對(duì)文史哲等傳統(tǒng)學(xué)科領(lǐng)域、相關(guān)學(xué)科及新興學(xué)科的前沿問(wèn)題、特別是對(duì)有較大學(xué)術(shù)理論價(jià)值的難點(diǎn)問(wèn)題所展開的研究方面,對(duì)當(dāng)代哲學(xué)社會(huì)科學(xué)學(xué)術(shù)發(fā)展起到了積極的推動(dòng)作用,是我國(guó)哲學(xué)社會(huì)科學(xué)研究事業(yè)和高等教育事業(yè)的重要組成部分。 隨著我國(guó)哲學(xué)社會(huì)科學(xué)研究事業(yè)的發(fā)展,高校社科期刊也得到了快速發(fā)展。特別是改革開放,發(fā)展社會(huì)主義市場(chǎng)經(jīng)濟(jì),高校社科期刊不斷適應(yīng)社會(huì)和經(jīng)濟(jì)變化,通過(guò)不斷改進(jìn)管理體制,更新運(yùn)行機(jī)制,打破傳統(tǒng)的運(yùn)行模式,借助新的技術(shù)手段,引入市場(chǎng)經(jīng)濟(jì)模式,迎來(lái)了快速發(fā)展和長(zhǎng)足進(jìn)步。目前高校社科期刊已達(dá)1100多種,成績(jī)突出。但其學(xué)術(shù)影響和社會(huì)影響反而下降,甚而不如其在上世紀(jì)七八十年代。一方面,既有高校社科期刊自身的問(wèn)題,如有些高校社科期刊管理水平不高,創(chuàng)新意識(shí)不強(qiáng),辦刊理念、辦刊模式落后,辦刊方法陳舊,定位不清,特色不鮮明,內(nèi)容重復(fù),選題雷同,創(chuàng)新論著不多,其同質(zhì)化傾向與“千刊一面”的現(xiàn)象為學(xué)界詬��；另一方面也有外部環(huán)境施予的某些負(fù)面壓力,如現(xiàn)行的職稱評(píng)審制度,使得大量的“泡沫論文”充斥于高校期刊版面,嚴(yán)重?fù)p害了高校期刊的權(quán)威形象。 作為國(guó)內(nèi)高校社科期刊重要組成部分的陜西高校社科期刊,依托高校與研究所聚集形成的資源優(yōu)勢(shì),近些年也得到了迅速發(fā)展,其數(shù)量(包括期刊種類、總印數(shù))不斷增加,品種不斷豐富,管理方面也在不斷完善,結(jié)構(gòu)也在逐漸趨于合理。與此同時(shí),也不同程度地存在管理體制不順,辦刊者改革創(chuàng)新意識(shí)不強(qiáng),主動(dòng)進(jìn)取精神不夠,刊物定位不清,缺乏個(gè)性和特色,理論研究不深,質(zhì)量不高,社會(huì)影響不大等各種問(wèn)題。同時(shí)面臨市場(chǎng)化的生存壓力、網(wǎng)絡(luò)的普及和新興學(xué)科迅猛發(fā)展的嚴(yán)峻挑戰(zhàn),又處在我國(guó)經(jīng)濟(jì)文化大發(fā)展大繁榮千載難逢的好時(shí)機(jī),通過(guò)對(duì)陜西高校社科期刊發(fā)展現(xiàn)狀及存在問(wèn)題的充分認(rèn)識(shí),有助于我們明確陜西高校社科期刊所處的發(fā)展階段,進(jìn)而提出科學(xué)的發(fā)展對(duì)策,而這也是提出陜西期刊產(chǎn)業(yè)發(fā)展策略的基礎(chǔ)。 筆者通過(guò)對(duì)國(guó)內(nèi)相關(guān)文獻(xiàn)的學(xué)習(xí)和研究,查閱大量資料,全面了解國(guó)內(nèi)期刊業(yè)及國(guó)內(nèi)高校社科期刊發(fā)展現(xiàn)狀,并通過(guò)實(shí)地調(diào)研和查閱陜西高校社科期刊相關(guān)資料,結(jié)合筆者在陜西省新聞出版行政管理部門多年的工作經(jīng)歷,從而對(duì)當(dāng)前陜西高校社科期刊現(xiàn)狀進(jìn)行了全面的了解。然后運(yùn)用統(tǒng)計(jì)學(xué)方法分析陜西高校社科期刊相關(guān)報(bào)表和調(diào)查數(shù)據(jù),對(duì)陜西高校社科期刊的現(xiàn)狀展開研究,尤其是從管理的角度,從中發(fā)現(xiàn)陜西高校社科期刊主要存在三個(gè)方面的問(wèn)題：管理體制不順,主要體現(xiàn)在規(guī)模小、格局散、實(shí)力弱,缺少高層次人才,辦刊經(jīng)費(fèi)不足,沒(méi)有制度性的淘汰機(jī)制；期刊缺乏特色,主要體現(xiàn)在定位不準(zhǔn),沒(méi)有品牌優(yōu)勢(shì),質(zhì)量不高；經(jīng)營(yíng)模式落后,主要體現(xiàn)在運(yùn)作模式落后,市場(chǎng)化程度不高,廣告業(yè)務(wù)不發(fā)達(dá)等。在探尋陜西高校社科期刊問(wèn)題的產(chǎn)生原因時(shí),比較分析了湖北高校社科期刊發(fā)展現(xiàn)狀,歸納總結(jié)其成功經(jīng)驗(yàn),得出對(duì)陜西有益的啟示,為解決陜西高校社科期刊問(wèn)題提供參考；最后,針對(duì)陜西高校社科期刊存在的問(wèn)題,從整合資源,推動(dòng)產(chǎn)業(yè)發(fā)展,組建一支高素質(zhì)的人才隊(duì)伍,加大經(jīng)費(fèi)投入,建立退出機(jī)制從而全面推進(jìn)體制改革；對(duì)期刊進(jìn)行準(zhǔn)確定位,建立品牌,提高質(zhì)量從而形成特色；利用現(xiàn)代數(shù)字技術(shù),實(shí)現(xiàn)轉(zhuǎn)型,建立高效的營(yíng)銷網(wǎng)絡(luò),創(chuàng)新贏利模式從而改善經(jīng)營(yíng)等三大方面提出改進(jìn)的對(duì)策和建議,以實(shí)現(xiàn)陜西高校社科期刊發(fā)展的突破。
[Abstract]:In China, the University also called high school, University, referred to as specialized colleges and College of social science journals in university refers to the high level of academic journals published research papers mainly sponsored by the College of philosophy and Social Sciences, generally divided into political and legal thought, theory, culture and education, historical chronicles more than a dozen categories. Relying on the subject and talent advantage, in the traditional fields of history and philosophy and other related disciplines, cutting-edge issues and emerging disciplines, especially to research of the academic theoretical difficulty value spread, when academic development of philosophy and social sciences has played a positive role in promoting, is an important part of the research the cause of China's philosophy and social science and higher education.
With the development of philosophy and Social Science in China, Journal of social science has also been a rapid development. Especially the reform and opening up, the development of the socialist market economy, social science journals continue to adapt to social and economic changes, through the continuous improvement of the management system, update operation mechanism, to break the traditional mode of operation, with new technology, the introduction of market the economic model, ushered in the rapid development and great progress. At present the university academic journals have reached more than 1100, outstanding achievements. But the academic and social impact of decreased, even as the last century in 70s and 80s. On the one hand, both the social science journals of its own problems, such as some college journals of social sciences management level is not high, innovation consciousness is not strong, the concept, the model behind the old method, positioning is not clear, the characteristic is not distinct, repeated contents, the same, not much innovation works, The homogeneity and "Journal" phenomenon of academic criticism; on the other hand, there are also some negative pressure imposed by the external environment, such as the current title appraisal system, making a large number of "bubble paper" filled in University Journal layout, serious damage to the authority of the University Journal image.
As an important part of College Social Science Journals of Shaanxi universities and Research Journal of social science, relying on the accumulated resources, in recent years has been developing rapidly, the number (including journal type, total amount) increased continuously, continuously enrich the varieties, management is improving, the structure also become reasonable at the same time. Also, there are different degrees of the management system is not smooth, the editors of reform and innovation consciousness is not strong, active enterprising spirit is not enough, publication location is not clear, the lack of personality and characteristics, theoretical research is not deep, the quality is not high, not various problems such as social impact. Facing the market pressure to survive at the same time, the network popularization and challenges the rapid development of the emerging discipline, and in good time of China's economic development and prosperity of culture and great development through the present situation in Universities of Shaanxi Academy of social sciences journals and problems of charge Knowledge helps us to clarify the development stages of social science journals in Shaanxi universities, and then puts forward the scientific development countermeasures, which is also the basis for the development strategy of Shaanxi journals industry.
Through the study of domestic related literature and research, access to large amounts of data, a comprehensive understanding of the domestic periodicals industry and domestic university social science development, and through field research and access to the Shaanxi Journal of social science related data, combined with the experience in Shaanxi Province, the administrative department of press and publication for many years of work, so as to the current Shaanxi University Journal of Social Sciences status a comprehensive understanding and analysis. Shaanxi university academic journals related reports and survey data using statistical methods, studied the status quo of Shaanxi social science journals, especially from the perspective of management, found from the Shaanxi University Journal of social sciences mainly exists in three aspects: the management system is not smooth, mainly in small scale the pattern of scattered, weak, lack of high level talents, the lack of funds, not out of institutional mechanisms; periodicals lack of features, mainly Reflected in the positioning, there is no brand, quality is not high; the business model behind, mainly reflected in the backward mode of operation, the market is not high, the advertising business developed. In the Shaanxi Journal of social science and explore reasons of the problem, a comparative analysis of the development status of Hubei social science journals, summarized its successful experience come to Shaanxi beneficial enlightenment, to provide a reference for solving the problem of social science journals in Colleges and universities in Shaanxi; finally, aiming at the existing problems of social science journals in Colleges and universities in Shaanxi, from the integration of resources, promoting the development of the industry, the formation of a high quality talent team, increase the funds investment, establish exit mechanism to promote the system reform; accurate positioning of periodicals, build brand, improve the quality of forming characteristics; to realize the transformation of the use of modern digital technology, the establishment of efficient marketing network, so as to improve the profit model innovation In order to achieve the breakthrough of the development of the Journal of Social Sciences in Shaanxi, the three aspects of the camp and other aspects are put forward.
