【摘要】:深化文化體制改革,推動社會主義文化大發(fā)展、大繁榮是黨的十七屆六中全會做出的重大決定,深化非時政類報刊出版單位轉(zhuǎn)企改制是落實十七屆六中全會決定的具體措施之一。2011年5月8日,原國家新聞出版總署(國家版權(quán)局)下達指示,要求全國非時政類報刊出版單位年內(nèi)全面展開轉(zhuǎn)企改制,并在2012年9月底前全面完成轉(zhuǎn)制任務(wù)。同年,中央和地方同步推進,分批次進行。我省非時政類期刊轉(zhuǎn)企改制于2011年9月正式開始。按照國家要求,非時政類報刊出版單位體制改革有4項目標任務(wù):一是分期分批按照規(guī)范程序完成非時政類報刊出版單位轉(zhuǎn)企改制,使之成為能獨立承擔社會法律責(zé)任的市場主體;二是整合出版資源,培育一批導(dǎo)向正確、主業(yè)突出、實力雄厚、核心競爭力強的大型報刊傳媒集團公司;三是走內(nèi)涵式發(fā)展道路,調(diào)整結(jié)構(gòu)和布局,形成一批專、精、特、新的現(xiàn)代報刊出版企業(yè);四是實行嚴格的報刊出版市場準入機制,建立健全市場退出機制,關(guān)停并轉(zhuǎn)一批不符合市場準入條件、不具備報刊出版資質(zhì)和違規(guī)出版以及嚴重虧損、資不抵債的報刊出版單位。 我省知名期刊《故事家》就是按照國家要求率先轉(zhuǎn)企改制的單位之一,并且取得了可喜的成績。本文以首批39家非時政類報刊轉(zhuǎn)企改制名錄中的《故事家》為例,通過對該期刊多次實際調(diào)查走訪,獲得第一手的資料,并整理研究分析所得。《故事家》作為河南省內(nèi)故事類期刊,因其趣味性、娛樂性,被普通群眾所喜聞樂見的生動活潑的形式和貼近當下社會生活的內(nèi)容而擁有較廣泛的受眾基礎(chǔ)及影響力。同時,作為河南省內(nèi)早期創(chuàng)辦的期刊之一,《故事家》從創(chuàng)辦至今,經(jīng)歷了省內(nèi)期刊發(fā)展的各個階段,其自身的發(fā)展歷程也是河南省非時政期刊發(fā)展的一個縮影。在當前文化體制改革進程中,《故事家》也作為我省文化體制改革的先遣部隊,實施了一系列的轉(zhuǎn)企改制具體措施,主要包括企業(yè)市場主體確立、資源整合、經(jīng)營策略轉(zhuǎn)變、人員重組等,有體制的陣痛,有心靈的沖撞,更有不盡的苦難和阻力,也有改制完成后成功的喜悅。 《故事家》期刊社改制整體進程歷時近一年,認真總結(jié)和反思其整個過程,期間雖遇到各種難題,但也有不少啟迪和經(jīng)驗。首先,由于河南省內(nèi)下發(fā)指導(dǎo)文件時間較晚,時間緊迫,該期刊轉(zhuǎn)企改制進程倉促,各項申報工作雖依次展開,但企業(yè)身份短時間內(nèi)仍難確定。該期刊充分搶抓機遇,利用政策支持,在文件下發(fā)以后,隨即掛牌成立有限責(zé)任公司。在其市場主體確立的前提下,各項資源整合工作依次推進。其次,脫離財政支持,企業(yè)各項資產(chǎn)整合后資金吃緊,但該期刊適時調(diào)整經(jīng)營策略,科學(xué)決策,果斷運作,抓大放小,著眼自身最具競爭力的部分,做精做細,提高了期刊整體水平,從而增強了企業(yè)競爭力。最后,也是轉(zhuǎn)企改制過程中最難的問題,即人員問題。這是轉(zhuǎn)企改制的難點,也是重點。改制的主要原則是“以人為本”,最大限度的維護廣大職工的利益。針對人員問題,《故事家》期刊社按照“老人老辦法、新人新辦法”的原則,妥善做好分流安置和待遇銜接工作。轉(zhuǎn)制前已離退休人員和轉(zhuǎn)制提前退休人員的,離退休待遇標準不變。對在編老員工,有自愿退休意向的,給予一次性經(jīng)濟補償;由原單位一次性發(fā)放。新員工一律采取合同制,依法簽訂勞務(wù)合同,并交納社會保險。人員重組和妥善安置,解決了最大的難題,也為企業(yè)以后的改制工作和穩(wěn)定發(fā)展奠定了基礎(chǔ)。 改制后的雜志社,克服了長期形成的編輯出版內(nèi)容單一、經(jīng)營形式單一、抗風(fēng)險能力弱等弊端,成立了河南故事家雜志社有限責(zé)任公司,完成了由事業(yè)向企業(yè)的轉(zhuǎn)變。靈活的企業(yè)結(jié)構(gòu)和管理方式,加上年輕的團隊,結(jié)合時下流行的元素,廣泛應(yīng)用最新的傳播技術(shù),使得《故事家》雜志煥發(fā)了新的生機和活力。 河南省是一個文化大省,多年來,河南的非時政類報刊出版單位經(jīng)歷了過去的輝煌,也經(jīng)受了新時期來自新媒體的沖擊和磨難,如何適應(yīng)新的市場形勢,迎接新的挑戰(zhàn),本文嘗試通過剖析《故事家》經(jīng)營管理制度改革中的遇到的問題及其解決的主要對策和途徑探索,希望提取出非時政類報刊出版單位在轉(zhuǎn)企改制中可能遇到的主要共性問題,并從其轉(zhuǎn)企改制的有效方法和途徑探索中總結(jié)出有價值的經(jīng)驗和教訓(xùn),以期對隨后我省的非時政類報刊出版單位轉(zhuǎn)企改制工作提供有效參考和借鑒。同時,對《故事家》雜志社有限公司的經(jīng)營創(chuàng)新之處進行簡單的闡述,希望對河南省內(nèi)其他文化類企業(yè)經(jīng)營發(fā)展有所幫助。
