【摘要】：21世紀(jì)以來,隨著我國經(jīng)濟社會的快速發(fā)展和檔案用戶需求的不斷變化,現(xiàn)代檔案咨詢服務(wù)得到了長足的發(fā)展,與傳統(tǒng)檔案咨詢服務(wù)相比,現(xiàn)代檔案咨詢服務(wù)在服務(wù)理念、服務(wù)方式、服務(wù)內(nèi)容等方面都有很大的不同。傳統(tǒng)檔案咨詢服務(wù)是一種單一的、被動的服務(wù)模式,主要由檔案信息、檔案服務(wù)人員、檔案用戶三個要素構(gòu)成,其中把檔案信息作為檔案咨詢服務(wù)的核心,它缺乏主動服務(wù)的理念,輕視人在咨詢服務(wù)過程中的主體性作用,同時忽視咨詢服務(wù)工作的系統(tǒng)性、整體性和動態(tài)性�，F(xiàn)代檔案咨詢服務(wù)作為一種新生事物,是順應(yīng)廣大檔案用戶的需求發(fā)展起來的,檔案中介機構(gòu)作為開展現(xiàn)代檔案咨詢服務(wù)的母體機構(gòu),近年來也取得了很大的發(fā)展成就�，F(xiàn)代檔案咨詢服務(wù)作為一種高水平、高智能、全方位的咨詢服務(wù)形式,主要提供各種檔案管理技能服務(wù)、各類檔案信息服務(wù)、檔案知識及相關(guān)科研成果服務(wù)等,這與傳統(tǒng)檔案咨詢服務(wù)的那種單一的你問我答的服務(wù)模式有很大的不同。因此,現(xiàn)代檔案咨詢服務(wù)被看作是傳統(tǒng)檔案咨詢服務(wù)的發(fā)展方向。 本文依據(jù)信息不對稱理論,詳細(xì)分析了現(xiàn)代檔案咨詢服務(wù)的內(nèi)涵,探討了現(xiàn)代檔案咨詢服務(wù)過程中存在的信息不對稱現(xiàn)象,并對現(xiàn)代檔案咨詢服務(wù)的價值進行了詳盡闡述,挖掘出了現(xiàn)代檔案咨詢服務(wù)過程中信息不對稱的表現(xiàn)與成因,提出相應(yīng)的改善策略,構(gòu)建了基于信息不對稱理論的現(xiàn)代檔案咨詢服務(wù)系統(tǒng),該系統(tǒng)主要包括檔案人員、檔案用戶、基礎(chǔ)設(shè)施、技術(shù)平臺、政策法規(guī)等組成要素,提出了該系統(tǒng)運行模式,具體包括系統(tǒng)的管理體制和系統(tǒng)工作流程,這一服務(wù)系統(tǒng)的獨特性和進步性在于其系統(tǒng)性、開放性、動態(tài)性、人為性、人本性。信息不對稱理論的引入,對于弱化檔案咨詢服務(wù)機構(gòu)與咨詢用戶之間的信息不對稱程度,提升現(xiàn)代檔案咨詢服務(wù)的質(zhì)量和水平,都具有重要的理論和現(xiàn)實意義。
[Abstract]:Since twenty-first Century, with the continuous change of China's rapid economic and social development and the archives users demand, modem Archives Advisory Service has made great progress, compared with the traditional archive consulting services, modern archive consulting services in the service concept, service mode, service contents are quite different. The traditional archive consulting services is a kind of passive service mode single, mainly by the three elements of the archives information, archives, archives service personnel constitute the user, archives information archive consulting services as the core, it lacks the idea of active service, the main role of despising people in the process of consulting services, consulting and ignore the service work for the systematic and dynamic. As a new thing, the modern archives consulting service is developed according to the needs of the vast number of archival users. As a parent institution for developing modern archives consulting service, the archival agency has made great achievements in recent years. Modem Archives Advisory Services as a kind of high level, high intelligence, a full range of consulting services, mainly to provide a variety of services, all kinds of archives management skills, knowledge of archives information service archives and related research services, with the traditional archive consulting services that you ask me a single service mode is very different. Therefore, the modern archives consultation service is regarded as the development direction of the traditional archives consulting service.
