自政府間氣候變化專門委員會(huì)（IPCC）《關(guān)于全球升溫高于工業(yè)化前水平1.5℃的影響》特別報(bào)告的發(fā)布以來(lái),限制全球變暖已被證實(shí)可能是人類社會(huì)面臨的最嚴(yán)峻的挑戰(zhàn)。氣候變化是一個(gè)全球性問(wèn)題,其治理需要所有相關(guān)方以及所涉及的相關(guān)部門齊心協(xié)力。氣候治理的結(jié)構(gòu)包括多個(gè)層次。作為全球?qū)哟蔚闹卫斫Y(jié)構(gòu),《聯(lián)合國(guó)氣候變化框架公約》根據(jù)IPCC關(guān)于氣候變化的科學(xué)知識(shí)提供科學(xué)指導(dǎo),并為協(xié)商達(dá)成長(zhǎng)期全球目標(biāo)的政府間談判提供平臺(tái)�！堵�(lián)合國(guó)氣候變化框架公約》的締約方是區(qū)域和國(guó)家治理機(jī)構(gòu),它們批準(zhǔn)協(xié)議并采用《聯(lián)合國(guó)氣候變化框架公約》制定的政策。反過(guò)來(lái),它們也可以通過(guò)推動(dòng)談判取得進(jìn)展或破壞談判進(jìn)程而對(duì)國(guó)際結(jié)構(gòu)施加影響。歐盟作為區(qū)域一級(jí)的治理結(jié)構(gòu),一直在倡導(dǎo)以雄心勃勃的減排目標(biāo)促進(jìn)國(guó)際氣候治理目標(biāo)的實(shí)現(xiàn),并盡最大可能使公約約束更多締約方。歐盟還通過(guò)了區(qū)域集團(tuán)內(nèi)部氣候與能源有關(guān)政策和治理機(jī)制,以抑制排放并促進(jìn)向清潔能源的過(guò)渡。為此,歐盟被公認(rèn)為全球氣候治理的領(lǐng)導(dǎo)者。英國(guó)以歐盟成員國(guó)和獨(dú)立國(guó)家兩種身份參與全球氣候治理,并在《京都議定書(shū)》和《巴黎協(xié)定》中作為歐盟整體減排目標(biāo)的一部分參與締約。雖然區(qū)域?qū)哟魏蛧?guó)家層次之間在氣候治理...
