自政府間氣候變化專門委員會（IPCC）《關于全球升溫高于工業(yè)化前水平1.5℃的影響》特別報告的發(fā)布以來,限制全球變暖已被證實可能是人類社會面臨的最嚴峻的挑戰(zhàn)。氣候變化是一個全球性問題,其治理需要所有相關方以及所涉及的相關部門齊心協(xié)力。氣候治理的結構包括多個層次。作為全球層次的治理結構,《聯(lián)合國氣候變化框架公約》根據(jù)IPCC關于氣候變化的科學知識提供科學指導,并為協(xié)商達成長期全球目標的政府間談判提供平臺。《聯(lián)合國氣候變化框架公約》的締約方是區(qū)域和國家治理機構,它們批準協(xié)議并采用《聯(lián)合國氣候變化框架公約》制定的政策。反過來,它們也可以通過推動談判取得進展或破壞談判進程而對國際結構施加影響。歐盟作為區(qū)域一級的治理結構,一直在倡導以雄心勃勃的減排目標促進國際氣候治理目標的實現(xiàn),并盡最大可能使公約約束更多締約方。歐盟還通過了區(qū)域集團內(nèi)部氣候與能源有關政策和治理機制,以抑制排放并促進向清潔能源的過渡。為此,歐盟被公認為全球氣候治理的領導者。英國以歐盟成員國和獨立國家兩種身份參與全球氣候治理,并在《京都議定書》和《巴黎協(xié)定》中作為歐盟整體減排目標的一部分參與締約。雖然區(qū)域層次和國家層次之間在氣候治理...
