在發(fā)展中國(guó)家,漁業(yè)作為居民生計(jì)、食品安全、收入改善的重要保障,正越發(fā)受到整個(gè)社會(huì)的重視。然而,長(zhǎng)久以來(lái)存在的非可持續(xù)開發(fā)利用方式以及不完善的漁業(yè)管理制度,導(dǎo)致了漁業(yè)資源的枯竭。當(dāng)前,厄立特里亞漁業(yè)資源的開發(fā)程度較小,盡管過(guò)去60年的漁業(yè)產(chǎn)量持續(xù)增加,但仍然遠(yuǎn)低于該國(guó)被估計(jì)的最大可持續(xù)產(chǎn)量。因此,本文通過(guò)分析厄立特里亞漁業(yè)開發(fā)與管理中的制約因素,以期發(fā)現(xiàn)該國(guó)漁業(yè)產(chǎn)出較低的原因。為實(shí)現(xiàn)該目標(biāo),本文首先調(diào)查了厄立特里亞海域潛在的漁業(yè)資源量,同時(shí)根據(jù)過(guò)去和現(xiàn)在的捕撈水平評(píng)估了當(dāng)前漁業(yè)資源的開發(fā)程度;其次,本文探究了該國(guó)當(dāng)前的漁業(yè)政策以及海洋開發(fā)管理結(jié)構(gòu)等制度環(huán)境,并分析了其對(duì)小規(guī)模漁業(yè)的影響。根據(jù)分析結(jié)果,本文針對(duì)厄立特里亞的漁業(yè)資源開發(fā)提出了若干建議,以期實(shí)現(xiàn)經(jīng)濟(jì)效益與生態(tài)保護(hù)的協(xié)調(diào),達(dá)到可持續(xù)發(fā)展的目標(biāo)。本文的研究結(jié)果表明,厄立特里亞的漁業(yè)資源開發(fā)受限于長(zhǎng)達(dá)十年的社會(huì)動(dòng)蕩與經(jīng)濟(jì)波動(dòng),直接制約了漁業(yè)資源開發(fā)方面的投資。盡管小規(guī)模漁業(yè)對(duì)厄立特里亞的重要程度逐漸增加,但這些漁民難以獲得現(xiàn)代化的捕魚技術(shù)、捕魚設(shè)施、漁業(yè)市場(chǎng)以及漁業(yè)信貸的支持。因此,吸引更多的外國(guó)投資,增加漁業(yè)出口,創(chuàng)造更好的漁業(yè)市...
