【摘要】：中央政府在西藏地方攝政制度的推行,進一步加強了對西藏地方的施政。中央政府以國家大局、邊疆安危和西藏地方穩(wěn)定為立足點,考慮到當(dāng)時西藏的具體情況,從大的活佛中遴選"攝政"成為一種慣例。從第一任到最后一任,共委任15位"攝政",歷經(jīng)一百多年的時間。文章以西藏地方攝政制度為研究對象,解析其產(chǎn)生背景、"攝政"含義,認定攝政的基本程序和條件,探討西藏地方攝政制度在在中央治藏方略中的重要意義。
[Abstract]:The implementation of the central government's system of local regency in Tibet has further strengthened the administration of Tibet. The central government has taken the overall situation of the country, the safety of the border areas and the stability of Tibet as its foothold. In view of the specific situation in Tibet at that time, it has become a practice to select the "regent" from the large living Buddhas. From the first to the last term, a total of 15 "regents" were appointed. After more than 100 years, the article takes the local regency system in Tibet as the research object, analyzes its background, the meaning of "regency", and determines the basic procedure and conditions of regency. This paper probes into the important significance of Tibet's local regency system in the central government's strategy of governing Tibet.
