【摘要】：通過(guò)梳理并分析國(guó)內(nèi)外老年長(zhǎng)期照護(hù)相關(guān)政策與文獻(xiàn),且對(duì)我國(guó)試點(diǎn)地區(qū)老年護(hù)理保險(xiǎn)制度進(jìn)行比較,指出我國(guó)試點(diǎn)地區(qū)護(hù)理保險(xiǎn)制度主要存在以下問(wèn)題:籌資機(jī)制不清;補(bǔ)償人群局限,公平性欠佳;照護(hù)服務(wù)需求評(píng)估標(biāo)準(zhǔn)不夠科學(xué);醫(yī)學(xué)護(hù)理與照護(hù)服務(wù)節(jié)點(diǎn)不清。因此,今后應(yīng)該從基本理論與基本概念著手,加強(qiáng)對(duì)護(hù)理保險(xiǎn)制度研究,建立以需求評(píng)估為基礎(chǔ)的客觀的照護(hù)等級(jí)評(píng)估模型,建立合理的補(bǔ)償機(jī)制。
[Abstract]:Through combing and analyzing the domestic and foreign policy and literature of long-term care for the elderly, and comparing the geriatric nursing insurance system in the pilot area of our country. It is pointed out that the main problems of the nursing insurance system in China's pilot areas are as follows: the financing mechanism is unclear; The compensation crowd is limited, the fairness is not good; The standard of needs assessment of care services is not scientific enough; Therefore, we should start with the basic theory and concept, strengthen the research on the nursing insurance system, and establish an objective care grade evaluation model based on the needs assessment. Establish a reasonable compensation mechanism.
