建設(shè)項(xiàng)目水資源論證中需水量的合理性分析

【摘要】:水是一切人類生存和社會(huì)經(jīng)濟(jì)發(fā)展必不可少的資源。隨著我國(guó)城鎮(zhèn)化制度發(fā)展及住房制度的深化改革,各行業(yè)的用水量急劇地增加,且我國(guó)在再生水、雨水、海水利用等方面還處于比較低的用水水平,而且我國(guó)的水資源管理制度還不完善,部分地區(qū)用水量已嚴(yán)重地超過(guò)了區(qū)域水資源的可利用量,導(dǎo)致水資源出現(xiàn)被過(guò)度開(kāi)采、生態(tài)環(huán)境惡化等問(wèn)題。因此,為能夠更好地促進(jìn)我國(guó)今后社會(huì)經(jīng)濟(jì)的發(fā)展,有效保護(hù)、合理開(kāi)發(fā)、優(yōu)化配置、高效利用水資源等問(wèn)題就顯得尤為重要。切實(shí)執(zhí)行最嚴(yán)格的水資源管理制度,才能更好促進(jìn)我國(guó)今后社會(huì)經(jīng)濟(jì)穩(wěn)定健康發(fā)展。水資源論證制度是水資源管理的一個(gè)重大創(chuàng)新,是建設(shè)節(jié)水防污型社會(huì)、建設(shè)生態(tài)文明的關(guān)鍵舉措。只有通過(guò)對(duì)耗用水資源方面的問(wèn)題進(jìn)行專題論證,才能解決水資源瓶頸的制約問(wèn)題;才能加速建設(shè)節(jié)水型現(xiàn)代農(nóng)業(yè);才能加速轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式。建設(shè)項(xiàng)目水資源論證內(nèi)容主要有需水量的合理性分析、取水水源及可靠性分析等內(nèi)容,本文主要以房地產(chǎn)建設(shè)類項(xiàng)目為研究對(duì)象,對(duì)水資源論證的具體要求進(jìn)行了分析,重點(diǎn)對(duì)牛駝溫泉孔雀城棲泉苑建設(shè)項(xiàng)目進(jìn)行了水資源論證,主要內(nèi)容如下:(1)建設(shè)項(xiàng)目取用水及需水量分析,對(duì)需水量的理論基礎(chǔ)與計(jì)算方法進(jìn)行了簡(jiǎn)單介紹,并對(duì)計(jì)算過(guò)程中的存在的問(wèn)題進(jìn)行全面分析。(2)建設(shè)項(xiàng)目取水水源方案選擇,采用開(kāi)采試驗(yàn)抽水法與水均衡法計(jì)算地下水資源量,對(duì)淺層地下水水源的可靠性和可行性方面進(jìn)行了分析。(3)最后得出結(jié)論并提出一些合理化建議。在建設(shè)工程水資源論證中,工程項(xiàng)目的取水要符合水資源管理規(guī)劃要求,用水指標(biāo)、用水效率及用水水平要相符相應(yīng)的水資源管理制度要求,工程項(xiàng)目的用水量分析要合理。工程項(xiàng)目取水水源要符合水量可靠和水質(zhì)可行;工程項(xiàng)目取水、退水不會(huì)對(duì)區(qū)域水資源、水生態(tài)及其他利益相關(guān)方形成不利影響。
[Abstract]:Water is an indispensable resource for all human survival and social and economic development. With the development of urbanization system and the deepening reform of housing system in China, the water consumption of various industries has increased sharply, and China is still at a relatively low level of water use in the aspects of recycled water, Rain Water, seawater utilization and so on. Moreover, the water resources management system in China is not perfect, and the water consumption in some areas has seriously exceeded the amount of regional water resources, resulting in excessive exploitation of water resources, deterioration of the ecological environment and so on. Therefore, in order to promote the future social and economic development, effective protection, rational development, optimal allocation, efficient utilization of water resources and other issues, it is particularly important to promote the future social and economic development of our country, effective protection, rational development, optimal allocation, efficient utilization of water resources and so on. Only by implementing the strictest water resources management system can we better promote the stable and healthy development of society and economy in our country in the future. Water resources demonstration system is an important innovation of water resources management, and it is the key measure to build water-saving and pollution-proof society and ecological civilization. Only through the special demonstration of the consumption of water resources can the bottleneck of water resources be solved, the construction of water-saving modern agriculture can be accelerated, and the mode of economic development can be accelerated. The main contents of the water resources demonstration of the construction project are the rationality analysis of the water demand, the water source and the reliability analysis, etc. This paper mainly takes the real estate construction project as the research object, and analyzes the specific requirements of the water resources demonstration. This paper focuses on the demonstration of water resources in the construction project of Niuzhou Hot Spring Peacock City Qiquan Garden. The main contents are as follows: (1) the water demand and water demand of the construction project are analyzed, and the theoretical basis and calculation method of the water demand are briefly introduced. The existing problems in the calculation process are analyzed comprehensively. (2) the water source scheme of the construction project is selected, and the groundwater resources quantity is calculated by the mining test pumping method and the water balance method. The reliability and feasibility of shallow groundwater source are analyzed. (3) finally, the conclusion is drawn and some reasonable suggestions are put forward. In the demonstration of water resources of construction project, the water intake of engineering project should meet the requirements of water resources management planning, water use index, water use efficiency and water use level should meet the corresponding requirements of water resources management system, and the water consumption analysis of engineering project should be reasonable. The water intake source of the project should be in accordance with the reliability of water quantity and the feasibility of water quality, and the water intake and backwater of the project will not adversely affect the regional water resources, water ecology and other stakeholders.
