【摘要】：阜康市距離首府烏魯木齊57公里，區(qū)位優(yōu)勢(shì)明顯，轄區(qū)內(nèi)自然資源豐富，具備快速發(fā)展的產(chǎn)業(yè)與環(huán)境等多重要素，土地產(chǎn)出對(duì)經(jīng)濟(jì)社會(huì)發(fā)展的影響作用日趨凸顯。近些年來(lái)，阜康市正處于工業(yè)化、城鎮(zhèn)化快速發(fā)展的時(shí)期，有效地解決工業(yè)化、城鎮(zhèn)化進(jìn)程中土地資源合理、科學(xué)、高效的利用，直接影響著土地所承載的經(jīng)濟(jì)、社會(huì)及生態(tài)三個(gè)方面可持續(xù)、健康的發(fā)展。 本論文以阜康市作為研究區(qū)域，以土地供求理論、土地稀缺性理論、可持續(xù)發(fā)展理論、土地報(bào)酬遞減規(guī)律為理論依據(jù)，從土地資源利用績(jī)效分析出發(fā)，通過(guò)收集文獻(xiàn)資料、實(shí)地調(diào)查，構(gòu)建了土地資源利用績(jī)效分析評(píng)價(jià)指標(biāo)體系。利用SPSS19.0軟件，采取比重法、變異系數(shù)法、TOPSIS績(jī)效分析模型相結(jié)合確定了土地利用績(jī)效水平評(píng)價(jià)中土地資源利用經(jīng)濟(jì)效益、土地資源利用社會(huì)效益、土地資源利用生態(tài)效益和土地資源利用綜合效益，并對(duì)評(píng)價(jià)結(jié)果進(jìn)行了系統(tǒng)的分析。 結(jié)果表明，研究區(qū)域土地資源利用變化總體情況正逐步向集約利用型方向發(fā)展，土地資源績(jī)效水平介于低級(jí)和中級(jí)之間，，土地資源利用的經(jīng)濟(jì)績(jī)效、生態(tài)績(jī)效、綜合績(jī)效水平均處于平穩(wěn)上升的進(jìn)程；由通過(guò)分析評(píng)價(jià)得到的績(jī)效水平變化趨勢(shì)，發(fā)掘研究區(qū)在發(fā)展過(guò)程中,在土地資源利用上存在的薄弱環(huán)節(jié)及問(wèn)題，提出切實(shí)可行的整改意見建議，為改善阜康市土地資源利用績(jī)效水平提供一定的理論參考依據(jù)。
[Abstract]:Fukang is 57 kilometers away from Urumqi, which has obvious location advantage, abundant natural resources, rapid development of industry and environment and so on. The influence of land output on economic and social development is becoming more and more prominent. In recent years, the city of Fukang is in the period of industrialization and rapid development of urbanization. In the process of urbanization, the rational, scientific and efficient use of land resources has a direct impact on the economy carried by the land. Social and ecological three aspects of sustainable and healthy development. Based on the theory of land supply and demand, the theory of land scarcity, the theory of sustainable development and the law of decreasing land reward, this paper starts from the analysis of the performance of land resource utilization and collects the literature. Field investigation, the construction of land use performance analysis evaluation index system. By using SPSS19.0 software, the specific gravity method and coefficient of variation method are adopted to determine the economic benefits and social benefits of land resource utilization in the evaluation of land use performance level. The ecological benefit of land resource utilization and the comprehensive benefit of land resource utilization are analyzed systematically. The results show that the overall situation of the regional land resource use change is gradually developing towards the intensive utilization type, the level of land resource performance is between the lower and middle levels, and the economic performance and ecological performance of land resource use. The comprehensive performance level is in the process of rising steadily. By analyzing and evaluating the change trend of the performance level, the weak links and problems in the land resource utilization in the research area are explored. Some practical suggestions are put forward to improve the performance level of land resources utilization in Fukang City, which provides a theoretical basis for improving the performance of land resources utilization in Fukang City.
