【摘要】：探索編制自然資源資產(chǎn)負(fù)債表,是新時(shí)期黨中央、國(guó)務(wù)院加強(qiáng)生態(tài)文明體制機(jī)制建設(shè)做出的一項(xiàng)重大決策部署。本文歸納了當(dāng)前我國(guó)探索編制自然資源資產(chǎn)負(fù)債表的最新進(jìn)展,分析了各地試編自然資源資產(chǎn)負(fù)債表在理論基礎(chǔ)研究、基礎(chǔ)數(shù)據(jù)收集、自然資源價(jià)值評(píng)估、自然資源負(fù)債認(rèn)識(shí)分歧等方面面臨的挑戰(zhàn),提出了優(yōu)化組織方式、加強(qiáng)理論研究、及時(shí)總結(jié)并借鑒試點(diǎn)經(jīng)驗(yàn)等舉措。
[Abstract]:It is an important decision plan for the Party Central Committee and the State Council to strengthen the construction of the system and mechanism of ecological civilization in the new period. This paper summarizes the latest progress in the development of the balance sheet of natural resources in China. This paper analyzes the challenges in the theoretical basic research, basic data collection, natural resource value assessment, and differences in the understanding of natural resources liabilities in the trial compilation of natural resources balance sheets, and puts forward the optimization of organization methods and strengthening of theoretical research. Timely summary and learn from the pilot experience and other initiatives.
