【摘要】：國土資源管理制度,是國家對全國(或某一區(qū)域)的土地權(quán)屬、地籍、土地利用、土地市場和土地稅費等在宏觀上進(jìn)行管理、監(jiān)督和調(diào)控的制度、機(jī)構(gòu)和手段的總稱。舟山群島陸域面積狹小,以丘陵山地為主,可利用土地資源非常有限。舟山群島新區(qū)國家戰(zhàn)略的實施,使舟山群島新區(qū)“十二五”乃至“十三五”期間建設(shè)用地需求呈現(xiàn)快速增長態(tài)勢,新區(qū)土地供需矛盾突出,迫切需要突破現(xiàn)行國土資源管理體制機(jī)制。立足海島型城市特點和海島開發(fā)管理實際,本文在分析新區(qū)開展國土資源管理制度綜合改革的必要性和或行性的基礎(chǔ)上,堅持規(guī)范實施、統(tǒng)籌兼顧和風(fēng)險可控原則,從深入推進(jìn)陸海統(tǒng)籌發(fā)展、創(chuàng)新土地利用規(guī)劃計劃管理方式、深化研究更加有效保護(hù)耕地新途徑、探索構(gòu)建土地集約利用新機(jī)制、深化建設(shè)用地審批制度改革、打造新型社會管理平臺等方面提出了改革方案,積極探索適應(yīng)海島型城市發(fā)展實際、陸海統(tǒng)籌協(xié)調(diào)發(fā)展的國土資源管理制度,努力構(gòu)建保障和促進(jìn)新區(qū)科學(xué)發(fā)展的國土資源管理新機(jī)制,促進(jìn)浙江舟山群島新區(qū)又好又快發(fā)展。
[Abstract]:The land and resources management system is a system of macro-management, supervision and control of land ownership, cadastre, land use, land market and land taxes and fees in the whole country (or a certain region). Zhoushan archipelago has a narrow land area, mainly hilly and mountainous areas, and has very limited land resources available. Implementation of the National Strategy for the New Zhoushan Archipelago, The demand for construction land in Zhoushan Archipelagic New area has increased rapidly during the 12th Five-Year Plan and the 13th Five-Year Plan, and the contradiction between land supply and demand in the new area is prominent. There is an urgent need to break through the current system of land and resources management. Based on the characteristics of island cities and the practice of island development and management, this paper analyzes the necessity and behavior of the comprehensive reform of land and resources management system in the new area. We should adhere to the principles of standardized implementation, overall consideration and risk control, promote the overall development of land and sea as a whole, innovate land use planning and management methods, deepen research on new ways to protect cultivated land more effectively, and explore and build new mechanisms for intensive land use. Deepening the reform of the examination and approval system for construction land, creating a new social management platform, etc., has put forward a reform plan, actively exploring a land and resources management system that adapts to the actual development of island cities and coordinates the development of land and sea as a whole. To construct a new mechanism of land and resources management to ensure and promote the scientific development of the new area and to promote the development of Zhoushan archipelago in Zhejiang Province.
