【摘要】：水是人類不可或缺的自然資源,對人類的生存和發(fā)展具有不可替代的重要作用。隨著人口的急劇增長和社會發(fā)展進程的加快,人們對水資源的需求與日俱增,水資源短缺日益嚴峻,已成為世界各國關(guān)注的全球性問題。若要協(xié)調(diào)水資源與人口、環(huán)境、經(jīng)濟發(fā)展的關(guān)系,實現(xiàn)社會可持續(xù)發(fā)展,必須保證水資源的可持續(xù)利用,人們的各種水事活動應限制在水資源承載能力范圍之內(nèi)。研究分析水資源承載能力是制定區(qū)域資源開發(fā)利用、環(huán)境治理保護、人口發(fā)展規(guī)劃、城鄉(xiāng)發(fā)展規(guī)劃等方面的基礎(chǔ)工作。魏縣是河北省的農(nóng)業(yè)種植大縣,屬于資源性缺水地區(qū),長期以來,由于自然因素和人為活動的綜合影響,水資源的開發(fā)利用中出現(xiàn)了一系列問題,如地下水超采嚴重,農(nóng)業(yè)節(jié)水亟待加強,用水計量有待完善等,水資源已成為制約其經(jīng)濟和社會可持續(xù)發(fā)展的瓶頸。因此,調(diào)查評價魏縣水資源,科學分析水資源承載能力,針對實際問題提出相應對策和措施對區(qū)域?qū)崿F(xiàn)可持續(xù)發(fā)展十分必要。本文主要內(nèi)容包括:其一,歸納總結(jié)國內(nèi)外學者關(guān)于水資源承載能力的研究進展,分析水資源承載能力研究中存在的問題,介紹區(qū)域蒸騰蒸發(fā)量研究狀況,提出基于ET的水資源承載能力分析方法;其二,對魏縣水資源進行調(diào)查評價,分析水資源開發(fā)利用現(xiàn)狀,指出水資源開發(fā)利用中存在的問題;其三,從承載主體和承載客體上分析計算基于ET的魏縣水資源承載能力;其四,分析引黃入邯工程和南水北調(diào)工程供水后魏縣水資源承載能力,進行地表水和地下水合理分配;其五,從工程和管理方面提出有針對性的節(jié)水對策和措施。研究結(jié)論表明,基于ET的水資源承載能力分析方法具有一定的理論基礎(chǔ)和創(chuàng)新性,應用于魏縣水資源承載能力的計算分析是可行的。魏縣水資源分配不盡合理,大部分鄉(xiāng)鎮(zhèn)農(nóng)業(yè)灌溉用水量過大,且用水上存在浪費現(xiàn)象,導致耗水超出了區(qū)域允許蒸騰蒸發(fā)量,地下水超采嚴重,水資源長期處于超載狀態(tài),依據(jù)水資源承載能力計算結(jié)果,適當調(diào)整種植結(jié)構(gòu),合理分配水資源,提出有針對性的節(jié)水措施,對區(qū)域發(fā)展規(guī)劃和實現(xiàn)水資源可持續(xù)利用有重要的現(xiàn)實意義。
[Abstract]:The paper summarizes the research progress of water resources carrying capacity in Weixian County , analyzes the existing problems in water resources carrying capacity , analyzes the present situation of water resources carrying capacity in Weixian County , analyzes the problems existing in the research of water resources carrying capacity of water resources , points out the problems existing in the development and utilization of water resources , analyzes the problems existing in the research of water resources carrying capacity in Weixian County , analyzes the problems existing in the water resources carrying capacity of water resources , points out the problems existing in the development and utilization of water resources . The water consumption exceeds the allowable evaporation capacity of the region , the underground water is very serious , the water resource is in the overload state for a long time , according to the calculation result of the carrying capacity of the water resource , the planting structure is properly adjusted , the water resources are reasonably distributed , the targeted water - saving measures are put forward , and important practical significance for the regional development planning and the realization of the sustainable utilization of water resources is provided .
