【摘要】：目的建立全國健康扶貧數(shù)據(jù)采集系統(tǒng),實現(xiàn)全國建檔立卡農(nóng)村貧困人口"因病致貧、因病返貧"家庭及人員信息的數(shù)據(jù)采集與數(shù)字化管理。方法通過篩選、清洗、計算、下發(fā)樣本數(shù)據(jù),分散采集、集中聯(lián)網(wǎng)上報調(diào)查數(shù)據(jù),數(shù)據(jù)實時分析,過程高度監(jiān)控,質(zhì)量嚴(yán)格把關(guān)的實施方法,最終圓滿完成了健康扶貧數(shù)據(jù)采集的任務(wù)。全國健康扶貧數(shù)據(jù)采集系統(tǒng)的構(gòu)建主要包括離線數(shù)據(jù)上報系統(tǒng)、數(shù)據(jù)拆分子系統(tǒng)、數(shù)據(jù)接收子系統(tǒng)、數(shù)據(jù)審核子系統(tǒng)、統(tǒng)計分析子系統(tǒng)和系統(tǒng)權(quán)限管理子系統(tǒng)。通過接口,與國務(wù)院扶貧辦的數(shù)據(jù)庫實現(xiàn)精準(zhǔn)對接;通過數(shù)據(jù)拆分和離線軟件數(shù)據(jù)分發(fā),實現(xiàn)疾病調(diào)查信息表的精準(zhǔn)下發(fā);通過離線軟件中對調(diào)查表邏輯判斷,實現(xiàn)調(diào)查信息的規(guī)范化處理;通過數(shù)據(jù)聯(lián)網(wǎng)數(shù)據(jù)上報,實現(xiàn)集中高效的數(shù)據(jù)采集;通過數(shù)據(jù)在線審核,控制數(shù)據(jù)摸底質(zhì)量;通過統(tǒng)計分析,實現(xiàn)健康扶貧摸底數(shù)據(jù)統(tǒng)計信息。結(jié)果全國健康扶貧數(shù)據(jù)采集系統(tǒng)成功完成了全國建檔立卡農(nóng)村貧困人口"因病致貧、因病返貧"逐戶、逐人、逐病數(shù)據(jù)采集任務(wù),此系統(tǒng)在2016年全國健康扶貧調(diào)查摸底中得到了驗證。
[Abstract]:Objective to establish a national data collection system for poverty alleviation in China, and to realize the data collection and digital management of family and personnel information of poor people in rural areas who are poor because of illness and return to poverty because of illness. Methods through screening, cleaning, calculating, distributing sample data, collecting scattered data, centralizing and networking to report investigation data, real-time analysis of data, high monitoring of process, strict control of quality, Finally, the task of data collection of health poverty alleviation was successfully completed. The construction of national health poverty alleviation data acquisition system mainly includes offline data reporting system, data splitting subsystem, data receiving subsystem, data auditing subsystem, statistical analysis subsystem and system authority management subsystem. Through the interface, with the State Council poverty control database to achieve accurate docking, through data splitting and offline software data distribution, to achieve the accurate distribution of disease investigation information table; Through the logical judgment of the questionnaire in the offline software, the standardized processing of the investigation information is realized; the centralized and efficient data collection is realized through the data reporting through the data network; the quality of the data mapping is controlled through the on-line data audit; Through the statistical analysis, realize the health poverty relief mapping data statistical information. Results the data collection system of national health and poverty alleviation has successfully completed the task of collecting data from poor people in rural areas of the whole country who are poor because of illness and return to poverty because of illness, one by one, and one by one. The system was tested in the 2016 National Health Alleviation Survey.
