【摘要】：自大中型水庫移民后期扶持政策實施以來,后期扶持效果監(jiān)測評估工作穩(wěn)步推進中。但截至目前,尚未建立統(tǒng)一規(guī)范的評價指標體系,缺乏科學(xué)、統(tǒng)一、規(guī)范的監(jiān)測評估標準,對移民后期扶持的效果難以定量地做出綜合評價。因此,需要對移民后期扶持效果綜合評價進行深入的研究,積極探討一種科學(xué)、客觀、準確的評價體系方法。本文在水庫移民后期扶持監(jiān)測評估的基礎(chǔ)上,結(jié)合各省市地區(qū)后期扶持監(jiān)測評估工作實踐,對水庫移民后期扶持效果綜合評價進行了深入探討,并取得了以下主要成果:一是基于管理學(xué)、經(jīng)濟學(xué)、社會學(xué)等理論,分析了水庫移民的現(xiàn)狀、特點和原因,后扶政策實施的主要內(nèi)容和形式、實施現(xiàn)狀和存在的問題;二是在水庫移民后期扶持監(jiān)測評估的基礎(chǔ)上,對水庫移民后期扶持效果綜合評價的內(nèi)容、方法、作用及必要性進行了詳細地闡述;三是提出了后期扶持效果綜合評價指標體系,對水庫移民后期扶持效果綜合評價指標體系進行了系統(tǒng)全面的分析和量化評價;四是介紹了基于BP神經(jīng)網(wǎng)絡(luò)模型的水庫移民后期扶持效果綜合評價方法,并通過實例說明該方法的評價步驟,通過實證分析得出評價結(jié)果與實際情況良好吻合,驗證了該評價方法的可行性。上述的研究成果可對以后如何改善移民的生活水平提供合理化建議,為完善后期扶持政策提供決策依據(jù)。具有可操作性和實用價值。
[Abstract]:Since the implementation of the support policy in the later stage of the large and medium-sized reservoir resettlement, the monitoring and evaluation of the later support effect has been progressing steadily.But up to now, there is no unified and standardized evaluation index system, which is lack of scientific, unified and standardized monitoring and evaluation standard, so it is difficult to make a quantitative comprehensive evaluation of the effect of support in the later period of immigrants.Therefore, it is necessary to make a deep study on the comprehensive evaluation of the support effect in the later stage of immigration, and actively explore a scientific, objective and accurate evaluation system method.On the basis of the monitoring and evaluation of the late support of reservoir resettlement, combined with the practice of monitoring and evaluation of the later support in the provinces and cities, the comprehensive evaluation of the late support effect of the reservoir resettlement is deeply discussed in this paper.The main achievements are as follows: firstly, based on the theories of management, economics and sociology, this paper analyzes the present situation, characteristics and reasons of reservoir migration, the main contents and forms of the implementation of the policy, the present situation and the existing problems;Secondly, on the basis of monitoring and evaluation of the later support of reservoir resettlement, the contents, methods, functions and necessity of comprehensive evaluation of the late support effect of reservoir resettlement are elaborated in detail; third, the comprehensive evaluation index system of the late support effect is put forward.The comprehensive evaluation index system of the later support effect of reservoir resettlement is systematically analyzed and quantitatively evaluated. Fourth, the comprehensive evaluation method of the later support effect of reservoir resettlement based on BP neural network model is introduced.An example is given to illustrate the evaluation steps of this method. Through empirical analysis, it is concluded that the evaluation results are in good agreement with the actual situation, and the feasibility of the evaluation method is verified.The above research results can provide reasonable suggestions on how to improve the living standard of immigrants in the future, and provide decision basis for perfecting the supporting policy in the later period.It has operational and practical value.
