【摘要】：3年滾動(dòng)規(guī)劃是一個(gè)公司未來3年通信網(wǎng)絡(luò)建設(shè)的指導(dǎo),做好3年滾動(dòng)規(guī)劃可以通過整理網(wǎng)絡(luò)現(xiàn)狀、分析現(xiàn)網(wǎng)優(yōu)劣勢(shì),預(yù)測(cè)網(wǎng)絡(luò)的發(fā)展規(guī)模,為網(wǎng)絡(luò)優(yōu)化發(fā)展和建設(shè)提供依據(jù),對(duì)運(yùn)營商發(fā)展具有很重要的意義。本論文對(duì)廣西柳州聯(lián)通2014-2016年3年滾動(dòng)規(guī)劃情況進(jìn)行了研究。本文首先闡述了移動(dòng)通信系統(tǒng)的發(fā)展歷程并介紹了WCDMA的網(wǎng)絡(luò)架構(gòu)和關(guān)鍵技術(shù)。在此基礎(chǔ)上,提出未來WCDMA網(wǎng)絡(luò)發(fā)展總體目標(biāo),對(duì)建設(shè)策略和技術(shù)規(guī)范提出了要求。本規(guī)劃充分分析了網(wǎng)絡(luò)發(fā)展現(xiàn)狀,通過路測(cè)、CQT、數(shù)據(jù)流量、話務(wù)量、投訴、MR等多種數(shù)據(jù),查找網(wǎng)絡(luò)的問題,整合多維度的需求,形成需求項(xiàng)目庫,并結(jié)合業(yè)務(wù)部門需求和網(wǎng)絡(luò)業(yè)務(wù)發(fā)展的需求,依據(jù)原則進(jìn)行篩選,編寫投資估算,形成規(guī)劃項(xiàng)目庫,從提升客戶感知和品牌效應(yīng)角度,完成剛性覆蓋,按7維度評(píng)價(jià)標(biāo)準(zhǔn)對(duì)非剛性覆蓋區(qū)站點(diǎn)進(jìn)行量化排序,從而得出最終建設(shè)方案,對(duì)未來3年建設(shè)提供了重要指導(dǎo)。本次規(guī)劃以提升用戶感知和業(yè)務(wù)能力為目標(biāo),依照“增強(qiáng)網(wǎng)絡(luò)能力、優(yōu)化結(jié)構(gòu)布局、提高投資有效性”的原則,圍繞無線網(wǎng)等重點(diǎn)網(wǎng)絡(luò)做實(shí)規(guī)劃,為落實(shí)投資建設(shè)管理模式變革奠定基礎(chǔ),加快了效益發(fā)展,提高資源配置水平,提升企業(yè)價(jià)值。

It is of great significance to the development of operators. This paper studies the rolling planning of Liuzhou, Guangxi, 2014-2016. This paper first describes the development of mobile communication system and introduces the network architecture and key technology of WCDMA. On this basis, the overall goal of the future WCDMA network development is put forward, and the requirements for the construction strategy and the technical specification are put forward.
