朔黃鐵路新建LTE寬帶移動(dòng)通信工程施工風(fēng)險(xiǎn)管理研究

【摘要】:鐵路建設(shè)在我國處于極速發(fā)展時(shí)期,高速鐵路和貨運(yùn)重載鐵路飛速發(fā)展,為我國經(jīng)濟(jì)未來的發(fā)展打下了堅(jiān)實(shí)的基礎(chǔ)。因此鐵路通信工程的建設(shè)也備受鐵路工程建設(shè)者的關(guān)注。作為鐵路行車安全、調(diào)度控制關(guān)鍵所在的鐵路移動(dòng)通信所擔(dān)當(dāng)?shù)呢?zé)任越來越大。鐵路移動(dòng)通信工程具有施工技術(shù)含量高,施工協(xié)調(diào)難度大,工程質(zhì)量要求高,內(nèi)部組織復(fù)雜,外部聯(lián)系廣泛等特點(diǎn)。在施工過程中存在大量的不確定性風(fēng)險(xiǎn)。為了確保工程項(xiàng)目能夠順利如期完成,并且能夠?qū)崿F(xiàn)社會(huì)、經(jīng)濟(jì)和環(huán)境的最大效益,因此加強(qiáng)施工過程風(fēng)險(xiǎn)管理工作,極力避免施工過程中風(fēng)險(xiǎn)的發(fā)生具有重要的現(xiàn)實(shí)意義。論文主要研究對(duì)象朔黃鐵路新建LTE寬帶移動(dòng)通信工程是國內(nèi)首例LTE寬帶移動(dòng)通信應(yīng)用到鐵路通信中的工程項(xiàng)目。工程項(xiàng)目施工尚無先例可循,對(duì)鐵路LTE寬帶移動(dòng)通信工程施工安全管理的研究更是少之又少。因此論文結(jié)合在工程施工過程中實(shí)際遇到的問題和以往鐵路通信工程施工安全管理的經(jīng)驗(yàn),對(duì)朔黃鐵路新建LTE寬帶移動(dòng)通信工程進(jìn)行了風(fēng)險(xiǎn)管理研究。論文在查閱大量工程施工風(fēng)險(xiǎn)管理的文獻(xiàn)之后,運(yùn)用風(fēng)險(xiǎn)管理的相關(guān)理論分析了朔黃鐵路新建LTE寬帶移動(dòng)通信工程中所遇到的風(fēng)險(xiǎn)。論文根據(jù)風(fēng)險(xiǎn)管理的一般步驟:風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)價(jià)、風(fēng)險(xiǎn)響應(yīng)展開論述。在風(fēng)險(xiǎn)的識(shí)別過程中采用流程圖法和專家調(diào)查法相結(jié)合的方法來對(duì)風(fēng)險(xiǎn)因素進(jìn)行識(shí)別,隨后根據(jù)識(shí)別出來的風(fēng)險(xiǎn)構(gòu)建了風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系。在風(fēng)險(xiǎn)評(píng)價(jià)過程中,考慮到工程項(xiàng)目所存在的風(fēng)險(xiǎn)不確定性和模糊性,提出層次分析法和模糊綜合評(píng)價(jià)相結(jié)合的風(fēng)險(xiǎn)評(píng)價(jià)模型。直到最后風(fēng)險(xiǎn)響應(yīng)階段,論文對(duì)風(fēng)險(xiǎn)識(shí)別與評(píng)價(jià)的結(jié)果并結(jié)合朔黃鐵路工程建設(shè)項(xiàng)目特點(diǎn),根據(jù)所建立的風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系逐項(xiàng)展開,提出了相應(yīng)的風(fēng)險(xiǎn)管理對(duì)策。論文主要貢獻(xiàn)點(diǎn)在于,以實(shí)際工程案例為研究對(duì)象,結(jié)合風(fēng)險(xiǎn)管理相關(guān)理論,得出了朔黃鐵路風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系、風(fēng)險(xiǎn)評(píng)價(jià)結(jié)果、風(fēng)險(xiǎn)響應(yīng)對(duì)策。論文對(duì)今后鐵路LTE寬帶移動(dòng)通信工程施工具有一定的指導(dǎo)和借鑒意義。
[Abstract]:Railway construction is in the period of extremely rapid development in China. The rapid development of high-speed railway and freight heavy haul railway has laid a solid foundation for the future economic development of our country. Therefore, the construction of railway communication project is also concerned by the construction of railway engineering. As the railway safety, the railway mobile communication, which is the key of dispatching and control, has more and more responsibilities. Railway mobile communication project is characterized by high construction technology, difficult coordination, high engineering quality, complex internal organization and extensive external connection. There are a lot of uncertain risks in the construction process. In order to ensure that the project can be completed on schedule and realize the maximum social, economic and environmental benefits, it is of great practical significance to strengthen the risk management in the construction process and to avoid the risk in the construction process. The main research object of this paper is the new LTE broadband mobile communication project of Shuohuang Railway, which is the first domestic project in which LTE broadband mobile communication is applied to railway communication. There is no precedent for the construction of the project, and the research on the construction safety management of the railway LTE broadband mobile communication project is even less. Therefore, this paper studies the risk management of the new LTE broadband mobile communication project of Shuohuang Railway combined with the practical problems encountered in the process of construction and the experience of the safety management in the construction of the railway communication project in the past. After consulting a large number of documents of construction risk management, the paper analyzes the risks encountered in the construction of Shuohuang Railway LTE broadband mobile communication project by using the theory of risk management. This paper discusses the general steps of risk management: risk identification, risk evaluation and risk response. In the process of risk identification, the flow chart method and expert investigation method are used to identify the risk factors, and then the risk evaluation index system is constructed according to the identified risk. In the process of risk evaluation, considering the uncertainty and fuzziness of project risk, a risk evaluation model combining AHP and fuzzy comprehensive evaluation is put forward. Until the final stage of risk response, the result of risk identification and evaluation, combined with the characteristics of Shuohuang railway construction project, according to the established risk evaluation index system, the paper put forward the corresponding risk management countermeasures. The main contribution of this paper is that taking the actual engineering case as the research object and combining the theory of risk management, the risk evaluation index system, the risk evaluation results and the risk response countermeasures of Shuohuang Railway are obtained. The paper has certain guidance and reference significance for the future construction of railway LTE broadband mobile communication project.
