【摘要】：隨著近年來移動通信業(yè)務(wù)的迅速發(fā)展,移動無線通信網(wǎng)絡(luò)規(guī)模的不斷擴(kuò)大,所需的動力配套設(shè)備也隨之不斷增多,網(wǎng)絡(luò)運(yùn)行維護(hù)的難度與成本也迅速攀升,制約著移動通信的進(jìn)一步發(fā)展,為進(jìn)一步減少人力維護(hù)的工作量實現(xiàn)工作智能化,急需新一代動力環(huán)境監(jiān)控系統(tǒng)的入網(wǎng)運(yùn)行。四川移動自2001年起,已逐步引入動力及環(huán)境監(jiān)控系統(tǒng),隨著動力環(huán)境設(shè)備的不斷更新,在針對于不同類型的基站與動力設(shè)備時,要求配置不同的動力監(jiān)控設(shè)備。工程面臨如:專業(yè)性較強(qiáng)、技術(shù)要求較高、施工過程復(fù)雜、施工工藝要求精細(xì)等問題,對項目進(jìn)度管理、質(zhì)量管理和風(fēng)險管理都是極大的挑戰(zhàn)。而成都地區(qū)網(wǎng)絡(luò)規(guī)模龐大,動環(huán)設(shè)備種類繁多,導(dǎo)致動力環(huán)境監(jiān)控系統(tǒng)工程在建設(shè)時期工程質(zhì)量很難得以保障,本文通過研究和分析項目質(zhì)量管理及施工質(zhì)量控制的理論、方法與手段,結(jié)合成都動力環(huán)境監(jiān)控系統(tǒng)建設(shè)工程特點進(jìn)行系統(tǒng)的質(zhì)量管控,從而保證移動網(wǎng)絡(luò)中動力配套設(shè)備在建設(shè)過程中的質(zhì)量。在項目質(zhì)量管理方面,利用項目管理中質(zhì)量管理的方法,搭建四川移動動力環(huán)境8期項目的組織結(jié)構(gòu)與人員任務(wù)分工,制定動力環(huán)境8期項目的運(yùn)行質(zhì)量目標(biāo)及測試質(zhì)量目標(biāo)、編制質(zhì)量管理計劃、制定施工質(zhì)量管理相規(guī)范、以及質(zhì)量保障措施及事故防范措施方案。在項目施工質(zhì)量控制上,通過識別動環(huán)8期項目工程的安裝質(zhì)量控制點、工序控制點來進(jìn)行相應(yīng)的質(zhì)量規(guī)范,并通過工程工藝檢查、動力環(huán)境系統(tǒng)性能檢查、動力環(huán)境數(shù)據(jù)配置檢查三個方面,對工程的施工質(zhì)量進(jìn)行全面系統(tǒng)的監(jiān)督、檢查、指導(dǎo)和糾錯。通過項目質(zhì)量管理與項目施工控制在本項目中的應(yīng)用,使四川移動動環(huán)8期工程質(zhì)量有了較大的提升,同時本次的研究結(jié)果對后續(xù)四川移動的基站建設(shè)工程、動環(huán)建設(shè)工程、核心網(wǎng)建設(shè)工程均有較強(qiáng)的借鑒作用,為以后的項目的質(zhì)量管理提供了詳細(xì)全面的科學(xué)依據(jù)。
[Abstract]:With the rapid development of mobile communication service in recent years and the continuous expansion of the scale of mobile wireless communication network, the need for power supporting equipment is also increasing, and the difficulty and cost of network operation and maintenance are also rising rapidly, which restricts the further development of mobile communication. In order to further reduce the workload of human maintenance to achieve intelligent work, it is urgent to enter the network operation of a new generation of power environment monitoring system. Since 2001, Sichuan Mobile has gradually introduced power and environmental monitoring system. With the continuous updating of power environmental equipment, different power monitoring equipment is required for different types of base stations and power equipment. The project is faced with such problems as strong professionalism, high technical requirements, complex construction process, fine construction technology requirements and so on, which is a great challenge to project schedule management, quality management and risk management. However, the network scale in Chengdu area is huge and there are many kinds of moving ring equipment, which makes it difficult to guarantee the engineering quality of power environment monitoring system engineering during the construction period. This paper studies and analyzes the theory, method and means of project quality management and construction quality control, combined with the characteristics of Chengdu power environment monitoring system construction project to carry on the system quality control. So as to ensure the quality of power supporting equipment in the construction process of mobile network. In the aspect of project quality management, by using the method of quality management in project management, the organizational structure and task division of Sichuan Mobile Power Environment Phase 8 project are built, the operation quality objectives and test quality objectives of the Power Environment Phase 8 project are formulated, the quality management plan is drawn up, the construction quality management standard is formulated, as well as the quality assurance measures and accident prevention measures. In the construction quality control of the project, the corresponding quality specifications are carried out by identifying the installation quality control points and process control points of the project in the eighth phase of the moving ring project, and the construction quality of the project is comprehensively and systematically supervised, inspected, guided and corrected through three aspects: engineering process inspection, power environment system performance inspection and power environment data configuration inspection. Through the application of project quality management and project construction control in this project, the quality of Sichuan Mobile moving Ring 8 project has been greatly improved. at the same time, the results of this study have a strong reference function for the follow-up Sichuan Mobile base station construction project, moving ring construction project and core network construction project, which provides a detailed and comprehensive scientific basis for the quality management of future projects.
