四川移動(dòng)衛(wèi)星應(yīng)急通信網(wǎng)管控系統(tǒng)設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:近年來(lái),隨著自然災(zāi)害和突發(fā)事件的增多,應(yīng)急通信的使用越來(lái)越廣泛。應(yīng)急通信網(wǎng)絡(luò)作為基礎(chǔ)公眾通信的重要補(bǔ)充手段和應(yīng)急通信體系的重要組成部分,在設(shè)備數(shù)量及類型方面均得到了較快發(fā)展。由于最近幾年才被引入基礎(chǔ)電信運(yùn)營(yíng)商,組網(wǎng)規(guī)模參差不齊,目前還沒(méi)有形成較為成熟的衛(wèi)星應(yīng)急通信網(wǎng)絡(luò)管理系統(tǒng),而如何有效管理眾多衛(wèi)星應(yīng)急通信網(wǎng)絡(luò)設(shè)備,成為基礎(chǔ)電信運(yùn)營(yíng)商網(wǎng)絡(luò)通信部門一個(gè)較為迫切的課題。四川移動(dòng)衛(wèi)星應(yīng)急通信網(wǎng)絡(luò)主要由衛(wèi)星中心站點(diǎn)(又稱衛(wèi)星地面主站)和衛(wèi)星遠(yuǎn)端站點(diǎn)兩大部分組成,通過(guò)考察電力、氣象等行業(yè)的衛(wèi)星通信網(wǎng)管系統(tǒng),本論文結(jié)合移動(dòng)衛(wèi)星應(yīng)急通信特點(diǎn)和實(shí)際需求,借鑒基礎(chǔ)電信運(yùn)營(yíng)商對(duì)于GSM/TD等移動(dòng)通信網(wǎng)絡(luò)的管理控制經(jīng)驗(yàn),基于TCP/IP組網(wǎng)技術(shù)來(lái)設(shè)計(jì)出一種適用于基礎(chǔ)電信運(yùn)營(yíng)商內(nèi)部的衛(wèi)星應(yīng)急通信網(wǎng)管控系統(tǒng),實(shí)現(xiàn)對(duì)衛(wèi)星網(wǎng)元設(shè)備等資源的集中監(jiān)控和統(tǒng)一調(diào)度管理,有助于提高整個(gè)衛(wèi)星應(yīng)急通信網(wǎng)絡(luò)的保障能力和效率。本文重點(diǎn)對(duì)衛(wèi)星應(yīng)急通信網(wǎng)絡(luò)的監(jiān)控和管理配置進(jìn)行設(shè)計(jì)和實(shí)現(xiàn),整個(gè)管控平臺(tái)搭建在衛(wèi)星中心站,系統(tǒng)采用C/S架構(gòu),由管理服務(wù)器、遠(yuǎn)端管控接入設(shè)備等硬件和網(wǎng)絡(luò)管控軟件組成,中心站點(diǎn)和遠(yuǎn)端站點(diǎn)之間通過(guò)空間衛(wèi)星載波實(shí)現(xiàn)通信,而中心站點(diǎn)和遠(yuǎn)端站點(diǎn)內(nèi)部設(shè)備則分別通過(guò)以太網(wǎng)和串口方式實(shí)現(xiàn)通信。通過(guò)對(duì)衛(wèi)星應(yīng)急通信網(wǎng)業(yè)務(wù)和控制層面的通道分離,實(shí)現(xiàn)對(duì)衛(wèi)星和地面超長(zhǎng)的距離傳輸通道以及各個(gè)衛(wèi)星網(wǎng)元設(shè)備的管理。整個(gè)管控系統(tǒng)最終實(shí)現(xiàn)本地監(jiān)控管理和業(yè)務(wù)調(diào)度管理兩大功能,能夠完成用戶和站點(diǎn)管理、拓?fù)浣Y(jié)構(gòu)配置、節(jié)點(diǎn)和終端設(shè)備的通信狀態(tài)管理以及本地和遠(yuǎn)程配置,同時(shí)還能通過(guò)TCP/IP技術(shù)實(shí)現(xiàn)對(duì)衛(wèi)星通信鏈路建立的二次確認(rèn),系統(tǒng)支持一對(duì)多操作模式、地面/衛(wèi)星傳輸?shù)淖詣?dòng)切換以及故障分級(jí)告警等功能。四川移動(dòng)引入的衛(wèi)星應(yīng)急通信網(wǎng)絡(luò)管控系統(tǒng),在集團(tuán)內(nèi)尚屬首次,是衛(wèi)星應(yīng)急通信網(wǎng)絡(luò)管控系統(tǒng)在基礎(chǔ)電信運(yùn)營(yíng)商內(nèi)部的一次較好嘗試,具有很強(qiáng)的實(shí)際意義和推廣價(jià)值。
[Abstract]:In recent years, with the increase of natural disasters and emergencies, emergency communication is more and more widely used. As an important supplementary means of the basic public communication and an important part of the emergency communication system, the emergency communication network has developed rapidly in terms of the number and type of equipment. Because of the introduction of basic telecom operators in recent years, the scale of network is not uniform, so there is not yet a mature satellite emergency communication network management system, and how to effectively manage many satellite emergency communication network equipment, Become a base telecommunication operator network communication department a more urgent subject. The emergency satellite communication network of Sichuan Mobile is mainly composed of two major parts: satellite central station (also known as satellite ground master station) and remote satellite station. By investigating the satellite communication network management system in power, meteorology and other industries, Combined with the characteristics and actual requirements of mobile satellite emergency communication, this paper draws lessons from the management and control experience of basic telecom operators for mobile communication networks such as GSM/TD. Based on TCP/IP networking technology, a satellite emergency communication network management system is designed, which is suitable for the basic telecom operators, and realizes centralized monitoring and unified dispatching management of satellite network element equipment and other resources. It is helpful to improve the support ability and efficiency of the whole satellite emergency communication network. This paper focuses on the design and implementation of the monitoring and management configuration of the satellite emergency communication network. The whole control platform is built in the satellite central station. The system adopts the C / S structure, and the management server, The communication between the central station and the remote station is realized by the space satellite carrier, while the communication between the central station and the remote station is realized by Ethernet and serial port, respectively. By separating the channels of the satellite emergency communication network from the control level, the management of the satellite and ground super-long distance transmission channels and each satellite network element equipment is realized. Finally, the whole control system realizes two functions of local monitoring management and business scheduling management, which can complete user and site management, topology configuration, communication state management of nodes and terminal equipment, and local and remote configuration. At the same time, the secondary confirmation of satellite communication link can be realized by TCP/IP technology. The system supports the functions of one-to-many operation mode, automatic ground / satellite transmission switching and fault grading alarm. The satellite emergency communication network management and control system introduced by Sichuan Mobile is the first time in the group. It is a good attempt of satellite emergency communication network management and control system within the basic telecom operator and has strong practical significance and promotion value.
