衛(wèi)星導(dǎo)航芯片專利分散及應(yīng)對策略研究

【摘要】:近年來,,隨著北斗衛(wèi)星導(dǎo)航系統(tǒng)的建立與日趨完善,北斗導(dǎo)航產(chǎn)業(yè)的發(fā)展受到了人們極大的關(guān)注。作為衛(wèi)星導(dǎo)航產(chǎn)業(yè)中核心的部分之一,導(dǎo)航芯片決定著衛(wèi)星導(dǎo)航產(chǎn)品的性能。我國的導(dǎo)航芯片企業(yè)從無到有,從弱到強(qiáng),其專利申請已經(jīng)進(jìn)入了一個(gè)爆發(fā)式增長的階段。專利分散是指特定技術(shù)的專利由眾多的專利權(quán)人分別持有,是導(dǎo)致專利叢林產(chǎn)生的重要因素之一,測量是否產(chǎn)生專利分散,探索專利分散趨勢產(chǎn)生的原因,對于我國高新產(chǎn)業(yè)的自主創(chuàng)新具有重要意義。 本文通過研究專利分散理論,評價(jià)專利分散的測量方法,對我國和美國的衛(wèi)星導(dǎo)航芯片領(lǐng)域的專利分散度進(jìn)行測量,通過比較分析兩國產(chǎn)生分散的不同原因,為我國衛(wèi)星導(dǎo)航芯片領(lǐng)域廠商的發(fā)展提供信息支持和對策建議。筆者對衛(wèi)星導(dǎo)航產(chǎn)業(yè)進(jìn)行了分析,選擇導(dǎo)航芯片領(lǐng)域作為研究的切入點(diǎn),提出研究假設(shè),通過評價(jià)現(xiàn)有專利分散的測量方法,應(yīng)用赫芬達(dá)爾指數(shù)和破碎化指數(shù)對我國和美國的衛(wèi)星導(dǎo)航芯片領(lǐng)域進(jìn)行了實(shí)證研究。研究表明,我國和美國的衛(wèi)星導(dǎo)航芯片領(lǐng)域都存在專利分散趨勢,并且兩國之間的分散過程和原因存在不同。我國衛(wèi)星導(dǎo)航芯片企業(yè)應(yīng)適當(dāng)?shù)膶?shí)施專利集中管理,并借助北斗導(dǎo)航系統(tǒng)、智能手機(jī)以及PND的良好發(fā)展機(jī)遇,加大研發(fā)投入,構(gòu)建以北斗衛(wèi)星導(dǎo)航芯片技術(shù)為基礎(chǔ)的專利網(wǎng),以提高其市場競爭力。
[Abstract]:In recent years, with the establishment and improvement of Beidou satellite navigation system, people pay great attention to the development of Beidou navigation industry. As one of the core parts of satellite navigation industry, navigation chip determines the performance of satellite navigation products. Navigation chip enterprises in China have entered a stage of explosive growth in patent applications from scratch and from weak to strong. Patent dispersion refers to the fact that the patent of a specific technology is held by many patentees, which is one of the important factors leading to the creation of patent jungle. It is of great significance to independent innovation of high-tech industry in our country. By studying the theory of patent dispersion and evaluating the measurement methods of patent dispersion, this paper measures the degree of patent dispersion in the field of satellite navigation chips in China and the United States, and analyzes the different reasons for the dispersion between the two countries. To provide information support and suggestions for the development of satellite navigation chip manufacturers in China. The author analyzes the satellite navigation industry, selects the field of navigation chip as the starting point of the research, puts forward the research hypothesis, and evaluates the existing measurement methods of patent dispersion. An empirical study on the satellite navigation chip field in China and the United States is carried out by using the Herfindahl Index and the fragmentation Index. The research shows that there is a trend of patent dispersion in the field of satellite navigation chips in China and the United States, and the dispersion process and reasons are different between the two countries. China's satellite navigation chip enterprises should properly implement patent centralized management, and with the good development opportunities of Beidou navigation system, smart phone and PND, increase R & D investment, and build a patent network based on Beidou satellite navigation chip technology. To improve its market competitiveness.
