【摘要】：隨著社會信息化水平不斷提高和移動互聯(lián)網(wǎng)的迅猛發(fā)展,以及兩者的有效結(jié)合,煙草行業(yè)的工作形式開始發(fā)生變化,不再局限于固定的辦公室；辦公信息不再以單獨的有線形式進行相互傳遞,而可以采用無地域限制的快速無線網(wǎng)絡(luò)進行高效傳遞。移動終端辦公作為新興的辦公手段,已經(jīng)滲透到煙草行業(yè)的各個管理領(lǐng)域。 近年來,社會經(jīng)濟的快速發(fā)展,帶動了城市規(guī)模的不斷擴大,卷煙零售客戶的數(shù)量也在不斷增多,這使得煙草專賣管理形勢更加嚴峻。隨著煙草行業(yè)管理體制改革的進一步深化,國家煙草局進一步明確了地市級煙草局的專賣執(zhí)法主體地位。煙草專賣管理正在由制度化管理走向人性化管理,由管理型向管理服務(wù)型轉(zhuǎn)變,如何實現(xiàn)資源的合理配置；如何有針對性地開展煙草專賣監(jiān)管工作；如何提高煙草專賣隊伍的服務(wù)水平和執(zhí)法效率；這些問題是新時期煙草專賣管理工作迫切需要解決的。通過信息化手段建設(shè),加強煙草專賣對卷煙市場銷售終端的管理服務(wù)已勢在必行。利用移動終端進行遠程辦公,為煙草專賣管理領(lǐng)域提高工作效率、應(yīng)對緊急任務(wù)等提供了一種非常重要的管理手段。 本系統(tǒng)為提升專賣管理科學化水平,依托移動通信級技術(shù)、搜索引擎技術(shù)、衛(wèi)星導航系統(tǒng)等領(lǐng)先的技術(shù)手段,結(jié)合本地煙草專賣管理信息化發(fā)展的實際,以“系統(tǒng)集成、資源整合、信息共享”為總體目標,構(gòu)建一套以專賣指揮平臺建設(shè)為中樞,以手持移動辦公平臺為終端,以地理信息系統(tǒng)(GIS)為支撐的智能化專賣市場監(jiān)管信息系統(tǒng),形成“前臺實施、后臺響應(yīng)、部門聯(lián)動、實時對接”的運行模式,有效提升了專賣管理的分析、決策、協(xié)調(diào)、指揮四環(huán)節(jié)的質(zhì)量和效率,為專賣管理工作提供全方位的信息保障。

As a new office tool, mobile terminal office has penetrated into various management fields of tobacco industry. In recent years, with the rapid development of social economy, the scale of the city has been expanding, and the number of cigarette retail customers is also increasing, which makes the situation of tobacco monopoly management more severe. With the further reform of tobacco industry management system, the national tobacco bureau has further clarified the monopoly law enforcement main position of prefectural tobacco bureau. Tobacco monopoly management is changing from institutionalized management to humanized management, from management-oriented to management-service-oriented, how to realize the rational allocation of resources, how to carry out the supervision of tobacco monopoly, and how to carry out the supervision of tobacco monopoly. How to improve the service level and law enforcement efficiency of tobacco monopoly team, these problems need to be solved urgently in the management of tobacco monopoly in the new period. It is imperative to strengthen the management service of tobacco monopoly to the cigarette market sales terminal through the construction of information technology. Telecommuting with mobile terminal provides a very important management method for tobacco monopoly management field to improve working efficiency and to deal with urgent tasks.
