【摘要】：加快人才發(fā)展是中國在激烈的國際競爭中贏得主動的重大戰(zhàn)略選擇�！秶抑虚L期人才發(fā)展規(guī)劃綱要(2010-2020年)》制定的目標(biāo)實現(xiàn)提出了高層次科技人才信息整合的要求。本文從科技人才評價發(fā)現(xiàn)機制、科技人才流動配置機制、十二個重大人才工程的推進、高層次科技人才信息需求的現(xiàn)狀、搜索引擎技術(shù)的等角度分析了高層次科技人才信息整合的必要性,并提出了改變各個系統(tǒng)各自為政的科技人才信息建設(shè)現(xiàn)狀,建立宏觀統(tǒng)籌協(xié)調(diào)機制;統(tǒng)一科技人才信息標(biāo)準(zhǔn);針對科技人才信息建設(shè)的現(xiàn)狀,采取區(qū)別對待的高層次科技人才整合政策;搭建科技人才整合合作平臺;構(gòu)建以人才保障為核心的科技人才信息整合安全政策的信息整合建議。
[Abstract]:Speeding up the development of talents is an important strategic choice for China to win initiative in the fierce international competition. The goal formulated by the National Medium- and Long-Term Talent Development Plan 2010-2020 puts forward the requirements for the information integration of high-level scientific and technological talents.In this paper, the mechanism of evaluation and discovery of scientific and technological talents, the mechanism of the flow and allocation of scientific and technological talents, the promotion of 12 major talent projects, the present situation of the information demand of high-level scientific and technological talents,This paper analyzes on the necessity of the information integration of high-level scientific and technological talents from the point of view of search engine technology, and proposes to change the present situation of scientific and technological talents' information construction in different systems, to establish a macro coordination mechanism and to unify the information standards of scientific and technological talents.In view of the present situation of the information construction of scientific and technological talents, the paper adopts the policy of high-level scientific and technological talents integration, sets up the cooperation platform for the integration of scientific and technological talents, and constructs the information integration suggestions of the security policy of the information integration of scientific and technological talents with the core of talent security.
