廣電媒體節(jié)目信息資源戰(zhàn)略應(yīng)用研究

【摘要】:“十一五”時期,是我國廣播電視向數(shù)字化全面過渡、實現(xiàn)跨越式發(fā)展的關(guān)鍵時期,省級以上的廣播電視媒體的數(shù)字化和網(wǎng)絡(luò)化得到了快速發(fā)展,目前各臺已基本形成了節(jié)目全流程網(wǎng)絡(luò)化制播模式。隨著國家文化體制改革,“十二五”期間廣電媒體行業(yè)將會有更多的發(fā)展機遇,但新形勢也對廣電媒體行業(yè)提出了更高的要求。 本人所服務(wù)的廣電媒體集團(以下簡稱S集團),是僅次于中央電視臺的全國第二大媒體集團,作為中國大陸媒體行業(yè)網(wǎng)絡(luò)化數(shù)字化創(chuàng)新的先行者,目前處于國內(nèi)領(lǐng)先水平。但隨著國內(nèi)市場環(huán)境和宏觀環(huán)境的變化,該集團傳統(tǒng)的為播出而制作節(jié)目的模式已經(jīng)不能適應(yīng)集團產(chǎn)業(yè)發(fā)展的需要,于是該集團提出了兩個轉(zhuǎn)變的戰(zhàn)略目標,其核心是從為播出而制作轉(zhuǎn)向為市場而制作,從地方播出機構(gòu)變成為華語世界的內(nèi)容提供商和媒體運營商,同時努力成為電視、電腦、手機等“多屏世界”的內(nèi)容提供商乃至渠道控制者?此坪唵蔚膬蓚轉(zhuǎn)變,,卻對節(jié)目資源管理和應(yīng)用提出了更高的要求。集團現(xiàn)有的節(jié)目資源管理和使用流程、檢索方式等都嚴重不能適應(yīng)集團向內(nèi)容提供商的戰(zhàn)略目標轉(zhuǎn)變,需要進行再造;從另一個角度看,集團節(jié)目信息資源管理信息系統(tǒng),多年來分散建成,由于大多采用不同的平臺技術(shù)、開發(fā)方法和開發(fā)理念,使用的操作系統(tǒng)、程序開發(fā)語言及信息傳遞標準不同等等問題,也不能適應(yīng)集團戰(zhàn)略的目標要求。因此對集團進行節(jié)目信息資源戰(zhàn)略應(yīng)用研究非常有必要。 本文作者以S集團為案例,結(jié)合所存在的問題,提出了集團節(jié)目信息資源戰(zhàn)略應(yīng)用研究課題,并介紹了相應(yīng)的解決方案:首先提出相應(yīng)的節(jié)目信息資源管理流程的重構(gòu);接著,提出節(jié)目信息資源整合,充分運用信息技術(shù)特別是數(shù)據(jù)整合、搜索引擎、門戶等技術(shù),建立節(jié)目信息門戶,實現(xiàn)了節(jié)目信息資源戰(zhàn)略應(yīng)用研究方案的具體落地,為廣播電視媒體提供了一種全新的節(jié)目信息資源整合、節(jié)目信息資源管理和使用模式。該解決方案不僅貼合集團當前的戰(zhàn)略要求下的信息化要求,而且方便員工使用節(jié)目信息資源,為員工提供了一個節(jié)目生產(chǎn)過程中知識產(chǎn)生、個人知識展現(xiàn)、知識交互的平臺——一方面使組織更容易沉淀各種知識,另一方面讓員工在工作過程中不自覺地分享出自己的知識。該項目的實現(xiàn),還為行業(yè)內(nèi)其它廣播電視臺關(guān)于異構(gòu)業(yè)務(wù)系統(tǒng)整合及節(jié)目資源管理和使用模式具有指導(dǎo)和借鑒意義;該文中關(guān)于異構(gòu)系統(tǒng)整合相關(guān)項目管理的方法異構(gòu)系統(tǒng)數(shù)據(jù)整合及建設(shè)企業(yè)門戶項目管理方法,對其它行業(yè)也具有一定的借鑒價值。 希望本文能為S集團尋求當前形勢下的集團戰(zhàn)略對應(yīng)的信息化解決方案,以及解決其他行業(yè)的異構(gòu)系統(tǒng)數(shù)據(jù)整合和知識管理的方式,提供一種方法和全新的思路。也希望本人在論文寫作過程中,通過結(jié)合實例分析,進一步掌握相關(guān)管理理論,靈活運用于企業(yè)實際管理工作中,將理論付諸實踐。
[Abstract]:"11th Five-Year" period, is China's Radio and television to digital mode, the key period of leapfrog development, digital and network of provincial radio and television media has been developing rapidly, the station has basically formed the whole process of program production and broadcasting mode of network. With the reform of the cultural system, "12th Five-Year" during the broadcast media industry will have more development opportunities, but also the new situation of the radio and television media industry put forward higher requirements.
I serve the broadcast media group (hereinafter referred to as S group), after CCTV second national media group, as China, media industry network digital innovation pioneer, currently in the domestic leading level. But with the changing market environment and the macro environment, the group of traditional broadcast program production mode the group has been unable to meet the needs of industrial development, so the group put forward the strategic goal of two changes, the core is made from broadcast to make for the market mechanism, become Chinese content providers and operators from the local media broadcast, and strive to become a TV, computer, content providers and even channels control the mobile phone and other multi screen world. "Two seemingly simple change, but put forward higher requirements on the program group existing resource management and application. The program resource management and use process, retrieval methods are serious not adapt to the changing strategic target group to the content provider, the need for reconstruction; from another perspective, the group of program information resources management information system, distributed over the years built, because they use different technology platform, development method and development concept, operating system the use of the programming language and the information transfer standard and so on, also can not adapt to the group's strategic objectives and requirements. So the strategic application of program information resources of the group is very necessary.
In this paper, the author takes the S group as a case, combined with the existing problems, put forward the group program information resources strategy research, and introduces the corresponding solutions: firstly, put forward the reconstruction process of the corresponding program information resource management; then, proposed program integration of information resources, make full use of information technology especially the data integration, search engine so, the portal technology, establishment of program information portal to achieve specific landing program information resources strategy application research program, provides a new program for the integration of information resources of radio and television media, program information resource management and use patterns. The solution not only fit the current strategic group under the requirements of informatization, and convenient to use the program information resources staff, provides the knowledge production process of a program for employees, personal knowledge show, knowledge interactive platform- On the one hand, make the organization more easy to precipitate all kinds of knowledge, on the other hand, let employees unconsciously share their knowledge in the work process. To achieve the project, but also for the industry of other radio and television programs on integration and resource management and use of heterogeneous business system model has guidance and reference significance; methods of heterogeneous system integration project management in the heterogeneous data integration and the construction of enterprise portal project management method, and has certain reference value for other industries.
I hope this paper can find the corresponding group strategy under the current situation of S group's information technology solutions, and solving other industries heterogeneoussystem data integration and knowledge management, provide a method and a new way of thinking. I also hope that in the process of writing, through the combination of case analysis, master the relevant management theory further. Use the actual management of the enterprise, put theory into practice.
