【摘要】:隨著信息化技術(shù)的快速發(fā)展,經(jīng)過(guò)國(guó)家信息化領(lǐng)導(dǎo)小組的深入研究,決定在今后很長(zhǎng)一段時(shí)間內(nèi),把電子政務(wù)建設(shè)作為重點(diǎn)來(lái)實(shí)施,由政府帶頭,以帶動(dòng)國(guó)民經(jīng)濟(jì)為目的,促進(jìn)社會(huì)發(fā)展信息化為己任。在全球信息化的高速發(fā)展的大環(huán)境下,信息化建設(shè)有了更多的困難和挑戰(zhàn),為更好的加快政府職能轉(zhuǎn)變,快速提高政府行政質(zhì)量和效率,增強(qiáng)政府監(jiān)管和對(duì)社會(huì)的服務(wù)能力,有效的促進(jìn)社會(huì)監(jiān)督,最終實(shí)現(xiàn)信息化帶動(dòng)工業(yè)化的發(fā)展戰(zhàn)略,落實(shí)這一決定具有十分重要的意義。 重慶市科技計(jì)劃項(xiàng)目管理系統(tǒng)建設(shè)實(shí)現(xiàn)全委的科技計(jì)劃項(xiàng)目綜合管理業(yè)務(wù),減輕用戶(hù)的工作量,提高工作效率。系統(tǒng)根據(jù)項(xiàng)目管理規(guī)定,固化管理流程,防止管理漏洞,杜絕暗箱操作,提高項(xiàng)目管理的透明度。系統(tǒng)引進(jìn)信用征集手段,實(shí)現(xiàn)對(duì)申報(bào)企業(yè)、申報(bào)個(gè)人以及專(zhuān)家的信用評(píng)價(jià),逐步減少導(dǎo)致科技計(jì)劃項(xiàng)目失敗各種可能因素,保證科技計(jì)劃資金的有效利用。同時(shí)結(jié)合搜索引擎技術(shù),實(shí)現(xiàn)項(xiàng)目文檔的全文搜索,讓科技知識(shí)再利用成為可能。 研究、設(shè)計(jì)重慶市科技計(jì)劃項(xiàng)目管理系統(tǒng)使科研管理部門(mén)與項(xiàng)目承擔(dān)單位(負(fù)責(zé)人)之間開(kāi)通了一輛直通車(chē),每個(gè)項(xiàng)目的整個(gè)生命周期可以方便的直接進(jìn)行管理,建立了無(wú)障礙的高效管理模式。系統(tǒng)建立了統(tǒng)一的數(shù)據(jù)模型,對(duì)項(xiàng)目相關(guān)活動(dòng)提供了全方位的直觀視圖,使科研管理部門(mén)能夠快速分配合適的資源到每一個(gè)項(xiàng)目并在項(xiàng)目的的整個(gè)生命周期內(nèi)進(jìn)行跟蹤,確保項(xiàng)目的順利執(zhí)行,同時(shí),項(xiàng)目承擔(dān)單位可以即時(shí)的了解項(xiàng)目的最新?tīng)顩r,即時(shí)與科研管理部門(mén)進(jìn)行有效的溝通,在科研管理部門(mén)的支持與監(jiān)管下提升了項(xiàng)目承擔(dān)單位的科研能力及工作效率。 本文是對(duì)重慶市科技計(jì)劃項(xiàng)目管理過(guò)程實(shí)際調(diào)研、分析、設(shè)計(jì)、論證后編寫(xiě)的案例行論文。在論文編寫(xiě)過(guò)程中,運(yùn)用了多種方法使得論文的研究成果更具有說(shuō)服力和可行性。最主要的方法有兩種,一是調(diào)查法:有目的、有計(jì)劃、有系統(tǒng)地搜集項(xiàng)目管理現(xiàn)實(shí)狀況或歷史狀況。通過(guò)談話(huà)、問(wèn)卷、個(gè)案研究、測(cè)驗(yàn)等科學(xué)方式,對(duì)業(yè)務(wù)處室進(jìn)行有計(jì)劃的、周密的和系統(tǒng)的了解,并對(duì)調(diào)查搜集到的大量資料進(jìn)行分析、綜合、比較、歸納,從而為系統(tǒng)設(shè)計(jì)與研發(fā)提供規(guī)律性的知識(shí)。二是實(shí)證研究法,通過(guò)分析與設(shè)計(jì),實(shí)證項(xiàng)目管理系統(tǒng)過(guò)程是否為真實(shí)可行的。依據(jù)調(diào)查結(jié)果與需要,,提出設(shè)計(jì),在實(shí)際運(yùn)用過(guò)程中,有目的有步驟地操縱,根據(jù)觀察、記錄、測(cè)定是否符合具體要求,根據(jù)實(shí)際狀況作出相應(yīng)調(diào)整。 文章首先講述了科技計(jì)劃項(xiàng)目管理系統(tǒng)構(gòu)思的背景、目的與意義,隨后從需求分析與調(diào)研,應(yīng)用系統(tǒng)的分析與設(shè)計(jì),功能規(guī)劃與系統(tǒng)架構(gòu),數(shù)據(jù)庫(kù)設(shè)計(jì)四個(gè)方面進(jìn)行了詳細(xì)介紹,最后根據(jù)系統(tǒng)實(shí)際運(yùn)行效果進(jìn)行了全面的總結(jié)與展望。
[Abstract]:With the rapid development of information technology and the in-depth study of the National Informatization leading Group, it is decided that the construction of electronic government affairs will be put into practice in a very long period of time in the future, and the government will take the lead in order to promote the national economy. Under the environment of the rapid development of global informatization, informatization construction has more difficulties and challenges. In order to accelerate the transformation of government functions and improve the quality and efficiency of government administration, It is of great significance to strengthen government supervision and social service ability, to effectively promote social supervision, and finally to realize the development strategy of informationization and industrialization. The construction of Chongqing Science and Technology Plan Project Management system realizes the comprehensive management business of the whole committee, reduces the workload of users and improves the working efficiency. According to the project management regulations, the system solidifies the management process and prevents the management loopholes. Put an end to the dark box operation, improve the transparency of project management, introduce credit collection means systematically, realize the credit evaluation of enterprises, individuals and experts, and gradually reduce the possible factors that lead to the failure of scientific and technological projects. At the same time, combining with search engine technology, the full text search of project documents is realized, which makes it possible to reuse scientific and technological knowledge. The research and design of the project management system for the Chongqing Science and Technology Plan enables the scientific research management department and the project undertaking unit (person in charge) to open a through train, which can be easily and directly managed throughout the life cycle of each project. Establish a barrier-free and efficient management model. The system has established a unified data model, which provides a comprehensive visual view of project-related activities. Enabling scientific research management to quickly allocate the appropriate resources to each project and track it throughout the project's life cycle to ensure the smooth implementation of the project, and at the same time, the project undertaking unit can keep abreast of the status of the project immediately. With the support and supervision of the scientific research management department, the research ability and efficiency of the project undertaking unit are improved. This paper is a case study, analysis, design and demonstration of the process of scientific and technological project management in Chongqing. Many methods have been used to make the research results more persuasive and feasible. One of the most important methods is to investigate: purposeful, planned, systematic collection of project management reality or historical situation. Scientific methods, such as questionnaires, case studies, tests, etc., to have a planned, thorough and systematic understanding of the operations office, and to analyze, synthesize, compare, and sum up a large amount of data collected by the investigation. So as to provide regular knowledge for system design and development. Second, empirical research method, through analysis and design, empirical project management system process is true and feasible. According to the survey results and needs, put forward the design, In the process of practical application, the aim is to manipulate step by step, according to observation, record, determine whether meet the specific requirements, and make corresponding adjustments according to the actual situation. This paper first describes the background, purpose and significance of the project management system of science and technology planning, and then analyzes and investigates the requirements, analyses and designs the application system, functions planning and system architecture. Four aspects of database design are introduced in detail. Finally, a comprehensive summary and prospect are made according to the actual operation results of the system.
