本文主要從安全問(wèn)題和區(qū)域合作兩個(gè)角度對(duì)中亞地區(qū)的水資源管理進(jìn)行闡述。文章首先考察了區(qū)域內(nèi)部國(guó)家間水資源管理的合法性框架,同時(shí),為了更好地解決目前的沖突,文章也分析了蘇聯(lián)時(shí)期哈薩克斯坦、吉爾吉斯斯坦、烏茲別克斯坦、塔吉克斯坦和土庫(kù)曼斯坦建立的水資源管理體系。其次對(duì)1991年之后的國(guó)際協(xié)議和建立在對(duì)話基礎(chǔ)上的水資源共享機(jī)制也進(jìn)行了相應(yīng)的討論。文章內(nèi)容涉及水資源的管理和相關(guān)問(wèn)題。當(dāng)今世界上各個(gè)區(qū)域的主要水利基礎(chǔ)設(shè)施和管理辦法都受到了一定政治和安全因素的影響,例如:蘇丹和埃及之間潛在的沖突、咸海問(wèn)題等。文章中也提出了對(duì)未來(lái)區(qū)域水資源合作的一些設(shè)想:應(yīng)當(dāng)建立基于國(guó)際水法原則的中亞水資源管理法律機(jī)制,國(guó)際機(jī)構(gòu)提供必要的援助和支持,社會(huì)、經(jīng)濟(jì)和環(huán)境政策協(xié)同發(fā)展。文章認(rèn)為,中國(guó)可以在中亞地區(qū)水資源管理方面承擔(dān)起重要的作用。
