本文主要從安全問題和區(qū)域合作兩個角度對中亞地區(qū)的水資源管理進行闡述。文章首先考察了區(qū)域內(nèi)部國家間水資源管理的合法性框架,同時,為了更好地解決目前的沖突,文章也分析了蘇聯(lián)時期哈薩克斯坦、吉爾吉斯斯坦、烏茲別克斯坦、塔吉克斯坦和土庫曼斯坦建立的水資源管理體系。其次對1991年之后的國際協(xié)議和建立在對話基礎上的水資源共享機制也進行了相應的討論。文章內(nèi)容涉及水資源的管理和相關問題。當今世界上各個區(qū)域的主要水利基礎設施和管理辦法都受到了一定政治和安全因素的影響,例如:蘇丹和埃及之間潛在的沖突、咸海問題等。文章中也提出了對未來區(qū)域水資源合作的一些設想:應當建立基于國際水法原則的中亞水資源管理法律機制,國際機構提供必要的援助和支持,社會、經(jīng)濟和環(huán)境政策協(xié)同發(fā)展。文章認為,中國可以在中亞地區(qū)水資源管理方面承擔起重要的作用。
