【摘要】：黃河是多泥沙河流,但泥沙地區(qū)分布不均,各河段河道演變與泥沙補給條件不盡相同,能直接用于建筑的砂石比較少,存在非法開采砂石現(xiàn)象,威脅防洪安全。為實現(xiàn)科學(xué)、可控、有序管理,研究提出了采砂控制總量、禁采區(qū)范圍、可采區(qū)范圍、可采區(qū)控制開采高程、禁采期、采砂作業(yè)條件、保留區(qū)范圍、保留區(qū)轉(zhuǎn)化條件等采砂管理控制性指標(biāo)。在維護(hù)河勢穩(wěn)定,保障防洪安全、航運安全和供水安全,滿足生態(tài)環(huán)境保護(hù)要求的前提下,在規(guī)劃范圍貴德至循化、蘭州、寧夏至黃河入�？诟闪骱佣魏弯宜⑶逅印⒖咭昂拥�12條支流以及東平湖老湖區(qū)內(nèi),劃定禁止采砂的禁采區(qū)81個,允許砂石開采的可采區(qū)301個,保留區(qū)178個。提出黃河流域干流禹門口以上河段和支流、湖區(qū)建筑用年度采砂控制總量為6 824萬t,并提出了采砂保障措施及能力建設(shè)方案。
[Abstract]:The Yellow River is a multi-sediment river, but the distribution of the sediment is not uniform, and the channel evolution of each reach is different from that of the sediment, and can be directly used for the sand and stone of the building, and the phenomenon of illegal exploitation of sand and gravel is existed, and the safety of flood control is threatened. In order to realize the scientific, controllable and orderly management, the control indexes of sand mining, such as the total amount of sand mining control, the range of the forbidden mining area, the range of the mining area, the control and mining elevation of the mining area, the forbidden period, the working conditions of the sand mining, the scope of the reserved area, the conversion conditions of the reserved area, etc., are put forward. Under the premise of maintaining the stability of the river, ensuring the safety of the flood control, the safety of the navigation and the safety of the water supply and meeting the requirements of the ecological environment protection, under the premise that the requirements of the ecological environment protection are met, the river reaches of the main stream of the estuary of Lanzhou, Ningxia to the Yellow River and the water and the water and the clear water are in the planning range, Among the 12 tributaries and the old lake area of the Dongping Lake, there are 81 forbidden mining areas for the production of sand and sand, and there are 301 mining areas and 178 reserved areas for the production of sand and stone. The total amount of sand mining in the area for construction in the lake area is 62.4 million t, and the measures of sand mining and capacity-building are put forward.
