基于層次分析法的蓄滯洪區(qū)多目標利用研究——以浙江省嵊州市湛頭滯洪區(qū)為例

【摘要】:蓄滯洪區(qū)具有蓄滯洪水、凈化水質(zhì)、改善環(huán)境等多種功能,是流域防洪體系的重要組成部分。但蓄滯洪區(qū)長期以來的建設及管理滯后,嚴重影響了蓄滯洪區(qū)作用的有效發(fā)揮,也使蓄滯洪區(qū)成為經(jīng)濟發(fā)展、區(qū)域防洪、城市環(huán)境改善過程中的薄弱環(huán)節(jié)。以浙江省嵊州市湛頭滯洪區(qū)改造為例,從研究區(qū)實際需求分析出發(fā),采用層次分析方法,建立評價指標體系,對擬定的蓄滯洪區(qū)改造方案進行量化評價,通過綜合得分確定了最優(yōu)方案。方案實施后可實現(xiàn)滯洪區(qū)的多目標利用與可持續(xù)發(fā)展。
[Abstract]:Flood storage and detention area has many functions, such as flood storage and detention, purification of water quality, improvement of environment and so on, which is an important part of flood control system in river basin. However, the construction and management of flood storage and detention area for a long time lags behind, which seriously affects the effective play of the role of flood storage and detention area, and also makes the flood storage and detention area become a weak link in the process of economic development, regional flood control and urban environment improvement. Taking the transformation of Zhantou flood detention area in Shengzhou City, Zhejiang Province as an example, based on the analysis of the actual demand of the study area, the evaluation index system is established by using the analytic hierarchy process (AHP) method, and the quantitative evaluation of the proposed reconstruction scheme of flood storage and detention area is carried out. The optimal scheme is determined by the comprehensive score. After the implementation of the scheme, the multi-objective utilization and sustainable development of flood detention area can be realized.
