合理低價(jià)法在水利工程施工項(xiàng)目評標(biāo)中的應(yīng)用研究
[Abstract]:As we all know, project bidding is the key to the transformation of economic structure in China. With the promulgation and implementation of the relevant laws on bidding and bidding in China, public bidding has become the main mode of activities under the conditions of the socialist market economy and the scope of engineering construction in China. This is not only in line with the interests of all parties but also can optimize China's economic restructuring. In the face of the complexity, variability and long-term nature of water conservancy construction projects, bid evaluation, as one of the important tasks, has gradually attracted people's attention. In order to reduce the interference of human factors in the process of bidding, In order to solve the problems existing in each stage of bidding evaluation, a reasonable and effective bidding evaluation method is adopted, which can save funds for construction units and select the best bid winning units. The main research contents and achievements of this paper are as follows: (1) through the analysis of the common methods of bid evaluation and the existing problems in bidding, the author investigates and asks the administrative supervision departments, construction units, construction enterprises and bid evaluation experts of the water conservancy industry. Based on the data obtained by multi-representative such as bidding agency company, a reasonable and low-cost bidding evaluation model is constructed. The main factors influencing the evaluation results are analyzed statistically. After selecting the related evaluation indexes, the weights of each index are calculated by analytic hierarchy process (AHP), and the final evaluation index system framework is formed after the consistency check is passed. Then the method of quantitative analysis and fuzzy comprehensive evaluation is used to grade all the factors of bid evaluation. After the final score of each bidder is calculated and summarized, the order of bidders is from high to low. (2) at the same time, This paper sums up the calculation methods of the rationality score of the total quotation and the rationality of the unit price of the sub-item in the bidding documents under a variety of conditions. Finally, the reasonable low-cost bidding evaluation model is verified in practical engineering cases. (3) compared with the previous paper evaluation methods, the network bidding evaluation model has very obvious advantages and characteristics. It can reduce cost resources, improve efficiency, improve fairness and reduce the probability of bad behavior. It is imperative for our province to popularize the use of electronic bidding and bid evaluation software in water conservancy projects, and has broad prospects for development. The conclusion of this paper provides theoretical and practical experience for further perfecting the bidding method and evaluation method of water conservancy construction project and promoting the successful and effective bidding work of water conservancy construction project.
