海外太平江水電站BOT項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:水力發(fā)電作為一種清潔的可再生能源和新能源,目前已成為中國新能源戰(zhàn)略重點(diǎn),BOT項(xiàng)目融資始于20世紀(jì)70年代,其主要作用體現(xiàn)在為保障項(xiàng)目產(chǎn)出,用較低額度的項(xiàng)目投資來獲得大額度的項(xiàng)目貸款,BOT項(xiàng)目融資被稱為“風(fēng)險(xiǎn)庫”,風(fēng)險(xiǎn)和機(jī)遇,經(jīng)長時(shí)間研究證明,風(fēng)險(xiǎn)識別和防范是BOT項(xiàng)目融資成功的關(guān)鍵。論文全面分析了BOT融資方式的基本理論、起源與發(fā)展、融資方式與過程以及BOT融資的優(yōu)勢與特點(diǎn),此外,針對BOT融資項(xiàng)目的風(fēng)險(xiǎn)管理與控制的國內(nèi)外發(fā)展、研究現(xiàn)狀進(jìn)行總結(jié),并介紹了課題研究的理論與實(shí)踐意義。分析水電站風(fēng)險(xiǎn)的來源,風(fēng)險(xiǎn)的識別、風(fēng)險(xiǎn)特征、風(fēng)險(xiǎn)的影響因素和風(fēng)險(xiǎn)防范措施。境外項(xiàng)目的投資風(fēng)險(xiǎn)比國內(nèi)高出較多,所以施工前期必須做好可行性分析,讓風(fēng)險(xiǎn)降為最低。作者結(jié)合所在太平江水電站為分析案例進(jìn)行研究,理論結(jié)合實(shí)際,BOT項(xiàng)目風(fēng)險(xiǎn)管理為該項(xiàng)目發(fā)展提供了指導(dǎo),也為境外公共基礎(chǔ)設(shè)施建設(shè)以及石油、煤炭、新能源等資源開采項(xiàng)目給予借鑒。
[Abstract]:As a clean renewable energy and new energy, hydropower has become the strategic focus of China's new energy, and the financing of BOT project began in the 1970s, its main role is to guarantee the output of the project, and to use low-level project investment to obtain the large-line project loan. The financing of BOT project is called "Risk bank", risk and opportunity. It is proved by long-term study that risk identification and prevention are the key to the success of BOT project financing. The paper comprehensively analyzes the basic theory, origin and development of the BOT financing method, the financing way and the process and the advantages and characteristics of the BOT financing. In addition, the present situation of the research and development of the risk management and control of the BOT financing project is summarized. The theoretical and practical significance of the subject research is also introduced. Analyze the source, risk identification, risk characteristics and risk factors and risk prevention measures of the risk of the hydropower station. The investment risk of overseas projects is much higher than that in the country, so the feasibility analysis must be made in the early stage of construction, and the risk is reduced to the lowest. The author studies the case of the Taipingjiang hydropower station, and combines the theory with the practice, and the BOT project risk management provides guidance for the development of the project, and also provides reference for the construction of the overseas public infrastructure and the exploitation of the resources such as oil, coal, new energy and the like.
