【摘要】：觀音巖水電站運(yùn)行調(diào)度時(shí)將對下游攀枝花市的生態(tài)環(huán)境、娛樂囤船及渡口、特別是城市取水等設(shè)施產(chǎn)生一定的影響,故對此進(jìn)行了研究。根據(jù)研究的成果,結(jié)合攀枝花市政府的意見,推薦攀枝花市區(qū)生活用水(含部分生產(chǎn)用水)從觀音巖水庫取水,以保證攀枝花城市生活用水的安全;生產(chǎn)用水仍然從河道取水,并對生產(chǎn)取水口進(jìn)行改造;同時(shí),設(shè)置了350 m~3/s的基荷流量以滿足下游河段的生態(tài)要求;對于對城市生產(chǎn)、生活影響不大且規(guī)模較小的娛樂囤船和渡口,則采取提前預(yù)報(bào)或進(jìn)行適當(dāng)補(bǔ)償?shù)姆绞?以解決水電站投運(yùn)后對下游的影響問題。
[Abstract]:The operation and dispatching of Guanyan Hydropower Station will have a certain influence on the ecological environment, the recreational and recreational ship and the crossing of the downstream Panzhihua City, especially the water intake of the city, so this study is carried out. According to the results of the research, in combination with the opinions of the government of Panzhihua City, it is recommended that the domestic water of Panzhihua City be taken from the Guanyan Reservoir to ensure the safety of domestic water for Panzhihua City; the production water is still water from the river, and the production water intake will be modified; At the same time, the base load flow of 350 m ~ 3/ s is set so as to meet the ecological requirements of the downstream reach; for the recreational and ship and the aqueduct with little influence on the production and life of the city and small scale, the method of early warning or proper compensation shall be adopted to solve the problem of the influence on the downstream after the operation of the hydropower station.
