基于水足跡的黑龍江省水資源SE-DEA模型評價

【摘要】:基于水足跡理論和方法,計算黑龍江省2003—2012年水足跡,并運用SE-DEA模型對黑龍江省各產(chǎn)業(yè)水資源利用與經(jīng)濟可持續(xù)發(fā)展概況進(jìn)行評價。結(jié)果表明:黑龍江省2003—2007年、2009—2012年水資源開發(fā)利用與社會經(jīng)濟發(fā)展的投入產(chǎn)出效率較優(yōu),而2008年受氣候及勞動力等因素影響其水資源投入產(chǎn)出效率為無效;從可持續(xù)發(fā)展方面考慮,2003—2007年、2009—2012年均處在弱劣于可持續(xù)發(fā)展的軌跡上,2008年處于劣于可持續(xù)發(fā)展的軌跡上;參照超效率值對有效年份進(jìn)行排序,顯示黑龍江省的水資源投入產(chǎn)出隨時間逐漸趨向最優(yōu)。
[Abstract]:Based on the theory and method of water footprint, the water footprint of Heilongjiang Province from 2003 to 2012 is calculated, and the SE-DEA model is used to evaluate the general situation of water resources utilization and economic sustainable development of various industries in Heilongjiang Province. The results show that the input-output efficiency of water resources development and utilization and socio-economic development in Heilongjiang Province from 2003 to 2007 and from 2009 to 2012 are better, but in 2008, the input-output efficiency of water resources is ineffective due to climate and labor force. From the point of view of sustainable development, in 2003-2007, 2009-2012 was on the track of weaker than sustainable development, and 2008 was worse than sustainable development; The results show that the input-output of water resources in Heilongjiang Province tends to be the best with time according to the ranking of effective years by reference to the value of super-efficiency.
