吉林省經(jīng)濟(jì)社會可持續(xù)發(fā)展的水利保障研究

【摘要】:水作為自然資源和經(jīng)濟(jì)資源,是生態(tài)環(huán)境中最活躍的關(guān)鍵要素,已被聯(lián)合國與糧食、石油共同列為世界三大戰(zhàn)略資源。水利在保障人類生存、經(jīng)濟(jì)社會發(fā)展、生態(tài)環(huán)境改善的可持續(xù)發(fā)展過程中,充分發(fā)揮著不能或缺替代作用,引發(fā)了各國政府和社會的高度關(guān)注。伴隨全球工業(yè)化、城鎮(zhèn)化及農(nóng)業(yè)現(xiàn)代化進(jìn)程快速推進(jìn),人口增長、經(jīng)濟(jì)發(fā)展、社會進(jìn)步和環(huán)境改善的可持續(xù)發(fā)展,對水資源要素需求愈來愈大,依賴保障程度也愈來愈高,加劇了區(qū)域水資源短缺、水災(zāi)害頻發(fā)、水生態(tài)損害、水環(huán)境污染等相關(guān)問題凸顯。吉林省地處東北亞地理中心,位于我國東北地區(qū)腹地,地理?xiàng)l件優(yōu)越,區(qū)位優(yōu)勢獨(dú)特,發(fā)展趨勢明顯,是我國重要的工業(yè)基地和商品糧生產(chǎn)基地,處于東北亞區(qū)域經(jīng)濟(jì)發(fā)展的重要戰(zhàn)略地位和中心位置。同時(shí)受資源條件和氣候影響,區(qū)域多年平均水資源總量為398億立方米,居全國第20位,屬全國中度缺水省份之一,水資源總量短缺且時(shí)空分布不均,開發(fā)利用保障程度不平衡、用水結(jié)構(gòu)不協(xié)調(diào)等問題突出。根據(jù)新時(shí)期吉林省區(qū)域開發(fā)可持續(xù)發(fā)展戰(zhàn)略部署,研究分析區(qū)域水利建設(shè),保障經(jīng)濟(jì)社會可持續(xù)發(fā)展,具有很好的理論價(jià)值和現(xiàn)實(shí)意義。本文在系統(tǒng)梳理了已有文獻(xiàn)和理論研究的基礎(chǔ)上,結(jié)合吉林省情實(shí)際,進(jìn)行廣泛調(diào)查研究,通過查閱檔案資料,計(jì)算分析數(shù)據(jù),統(tǒng)計(jì)預(yù)測指標(biāo),理論聯(lián)系實(shí)踐,以實(shí)際調(diào)查數(shù)據(jù)為支撐,以供需平衡分析為手段,研究預(yù)測了區(qū)域經(jīng)濟(jì)社會可持續(xù)發(fā)展對水利需求的各項(xiàng)指標(biāo),結(jié)合資源分布計(jì)算分析了要素保障供給和承載能力,突出問題導(dǎo)向,運(yùn)用可持續(xù)發(fā)展、區(qū)域開發(fā)與環(huán)境發(fā)展協(xié)調(diào)理論,把經(jīng)濟(jì)社會可持續(xù)發(fā)展需求和要素保障供給深度融合,提倡加強(qiáng)區(qū)域人口、經(jīng)濟(jì)社會、生態(tài)環(huán)境與水利資源要素統(tǒng)籌,以資源消耗總量和承載強(qiáng)度雙控為前提,實(shí)施區(qū)域節(jié)水型社會建設(shè),提升資源配置和承載能力,擴(kuò)大再生水利用,構(gòu)建與全面小康社會相適應(yīng)的水安全保障體系,保障經(jīng)濟(jì)社會可持續(xù)發(fā)展的相應(yīng)對策。
[Abstract]:Water, as a natural and economic resource, is the most active key element in the ecological environment. It has been listed as the three strategic resources of the world by the United Nations, food and oil. Water conservancy plays an indispensable role in the sustainable development of human survival, economic and social development and ecological environment improvement. With the rapid progress of global industrialization, urbanization and agricultural modernization, the sustainable development of population growth, economic development, social progress and environmental improvement, the demand for water resources elements is increasing, and the degree of dependence on security is also increasing. Regional water resources shortage, frequent water disasters, water ecological damage, water environmental pollution and other related problems are highlighted. Jilin Province is located in the geographical center of Northeast Asia, located in the hinterland of Northeast China. It is an important industrial base and commodity grain production base in China because of its superior geographical conditions, unique geographical advantages and obvious development trend. Is in the northeast Asia region economic development important strategic position and the central position. At the same time, affected by resource conditions and climate, the regional average annual total water resources is 39.8 billion cubic meters, ranking 20th in the country. It is one of the provinces with moderate water shortage in the country. The total amount of water resources is short and the distribution of water resources is uneven, and the degree of development and utilization is not balanced. Problems such as disharmony of water use structure are prominent. According to the strategy of regional development and sustainable development in Jilin Province in the new period, it is of great theoretical value and practical significance to study and analyze the regional water conservancy construction and ensure the sustainable development of economy and society. On the basis of systematically combing the existing literature and theoretical research, combined with the reality of Jilin Province, this paper carries out extensive investigation and research, through consulting archival data, calculating and analyzing data, statistics and forecasting indicators, connecting theory with practice. Based on the actual investigation data and the analysis of supply and demand balance, this paper studies and forecasts the indexes of water conservancy demand for the sustainable development of regional economy and society, and analyzes the supply and carrying capacity of the elements in combination with the calculation of the distribution of resources. Emphasizing problem orientation, applying the theory of sustainable development, regional development and environmental development, integrating the demand and supply of economic and social sustainable development with the guarantee of essential factors, advocating the strengthening of regional population, economy and society, Ecological environment and water resources as a whole, based on the double control of total consumption and bearing strength of resources, the construction of regional water-saving society is implemented, the allocation and carrying capacity of resources is enhanced, and the utilization of reclaimed water is expanded. To construct the water security system suitable for the overall well-off society and to guarantee the sustainable development of the economy and society.
